Til K SIOUX TROUBLES.
The fault of the present lighting
and bloodshed with the Sous In
dians, is variously altritiiited, and
tiie animadversions are aimed
and left with a uieiTilesa disre
gard for where they may hit 01
what havoc they may eausp. If a
patient inquiry and uultias! d judg
ment can tiud when the troiilile
lien and then a remedy ran h ap
plied that filial: rea i-1 1 the ease,
much good will he accomplished.
It may be true tl at there liat
lieen rt-missiiess on the part of the
government in meeting piomists
just at the moment the -av:irt'f
expeeted the fulfillment them,
but it is equally true that on the
art of the Indians, tieaelu-ry and
unfaithfulness has I ee i eh ra'-ter-iel.
The Indians, or some of them,
are starving there is no doubt of
that, hut not because they are not
as well provided with food as they
should be. Destitution and hun
ger are not to be removed by in
creasing supplies or changin:
agent. It would be possible to
remove them only by contininL'
the Indians under lock and key in
an asylum where they would be
fed and clothed ad convicts are.
It is true that we have not per
formed the promises made in our
eaily agreements as to rations,
but, however much we are tj 1p
blamed for a breach of faith, tl.ere
can be no doubt that the cllVct of
an ellort to redeem those promises
now would be disastrous lo every
interest involved in the Indians
pijSn-rity. ,u ;o on feeding and
clothing llieiu, except o far and
s.i long as may be necessaty while
they are being settled on lands in
severalty, would he a fatal kind
ness. It is true that their long
list of grievances contains breaches
of treaty engagement on our p:ut
which, at fust glance, seem shock
ing and disgraceful. Since the
tieuty of Fort Laramie in 1X51 un
til the treaty ol 18S!t we have vio
lated the letter of every engage
ment made w ilh them, lint it is
ditiicult to say how far we have
been in the wrong. Often there
was no intention of unfaithfulness.
There was more delay, and no
more than was necessary. Hut
the Indians, always impatient and
always suspicious, accepted delay
as portentous of harm, and before
we could act they were on the wa
path, killing settlers, stealing
cattle and burning houses.
I'.ut whatever may be said in ex
tenuation of the past, our present
duty is plain. We cannot keep up
the absurd anomaly of treating
with people as an independent
nation w ho are of lis, dependent
upon na, governed by us and held
euhiect to our laws. So long :is
the Sioux are incomieteiit to do
for themselves and to administer
local government from our point ol
view we must act for them ami up
on them. In 18-?!) they sold u
some land. We have the land,
bui tney have not the price of it.
That bargain must be kept to the
letter. Some part of it has alreadv
Wen carried. Hills appmpriati g
for the rest are now pending in
cjngress. Commissioner Morgan
has informed the presidentexaetiy
w hat remains to be done to re
deem the last letter of ieneii:l
Crook' promises. The republi
can managers of the house should
bring up these bills immediately
and pass every one of t hem. That
done, let us have ait end of
promises to the Indian9 or of deal
inga with them as a foreign power.
Let us act for them according to
our best conscience and judgment
in the prime eirort to bring them
into full citizenship.
Tiik Australian ballot law seems
to reach some cases in a satisfac

the meanest that can be employed,
and it is satisfactory to know that
Massachusetts does not mean to

the terms of the law it is not neces
sary to establish the authorship of
such attacks; the circulation of
them is all that must lie proved.
Such a law cannot fail to yield
good fruit.
The trouble over the P.ehring
Sea matter, by recent dispatches,
seems. to be assuming a more
favorable aspect. The Chronicle
says: In the absence of more
definite information we uuy as
sume that this mean that
the Ilritisli government is
willing to permit the I'nited
States to regulate the busi
ness of taking seals, provided it
does not adhere to the closed sea
theory. Most Americans will not
care much whether the mare
clausula idea is retained or aban
doned, so long as we can stop the
indiscriminate slaughter of seals.
That is the main object to be
achieved.
The dignified and prompt
manner in which the Oregon legis
lature went about its work upon
assembling at Salem could be re
garded with prolit by the legisla
tors of some of the new Noith
westein states, who have been
chasing about iike llatulent colt.-1,
making a grea: fuss and themstlv e
ridiculous, i-nd involving no end of
legal entanglements in t he'r ea jer

statesmen.
