FOR AN OPEN RIVER.
The IIkkai.d is not the only news
paper in Oregon that is contending
for the improvement of the Upper
Willamette, so as to make an oen
river lor navigation the year
round. The Oiegonian says : "'In
regard to the improvement of the
I'pper Willamette Major 1 land-
bury states that the appropriations
for this purpose is $11,000, of
which $5000 may be expended in
dredging at Ross island and Clack
amas rapids. He does not know
whether it will be worth while to
expend this sum at these points,
but is having a survey made to
ascertain. At Clackamas rapids
some sixty feet of the old dam was
blown out a short time since,
which has somewhat improved the
channel there. Tne snag boat
Corvallis has been in use on the
Upper Willamette for years, and
it is absolutely necessary that she
shall have a new hull. When this
is built, if it should lie considered
advisable to dredge at Boss island
there will be but a small amount
left for the improvement of the
Upper Willamette."
The Salem Statesman adds : "It
is to be regretted that the govern
ment, by the inactivity of its
agents, is keeping the Upjer Wil
lamette closed. There are funds
on hand with which to clear the
channel, but for one reason or
another not bin is being done.

NEEDS OF THE SANTIAM MINES-
What the Sautiain mining dis
trict most needs is, lirst, mail anil
transportation facilities. We
need the mail line running up the
north fork of the South Santiam
extended beyond Whitcomb
through to the mines, a distance
of IS miles. We need the trail
just completed w idened to a wagon
road, so as to make it (tossible to
get machinery in on .wheels in the
spring. We need a custom mill
lo work the ore from the young
mines and prospects. There is
now iiit a number of pro.-pects
that could furnish trom live to ten
tons ol their fust grade ore t the
custom mill to work, and put the
second grade ore by for future use,
and at the same time the first
grade would help them in the de
velopment of their mines to that
point w here they could see their
way clear to build mills of their
own. We also need a saw -mid
