Krac and latror of Almighty ttwd ta ) eopl of this nation have been led to the closing days of a pass ing year, mb.ch baa been full of tbe bleating face and tbe comfort! bf plenty. Bountiful compensation naa cone to u tor ma wora 01 out ' ulo-la la every department of human industry. Now, therefore, I, Benjamin Uarrlaon, President of tbe Lnited States of America, do berebv appoint Thursday, tbe 3?th day of November, to be observed a a day of prayer and tbankayivinjt, and I do invite tbe peo ple upon tbat day, to ceaae from their labor, to meat in their accustomed bouse of worship and to join in ren derip gratitude a0) praise to rur beaeOceat Creator for the rici bless law be baa frrant d u aa a nation acd iuvokina, tbe continuance of bis pro tection and grace for the future. I commend to my ellow citizens tbe privilexe of remembering tbe poor, homeless and soirwful. I,ct us en- deavur to merit the recompense of charity and gracious acceptance of our praise. In testimony whereof I have thereunto set my baud and caused tbe seal of tbe United States to be attixed. Done t the city of Washington this eizhth dy of aovember, in the year of our .Lord eighteen hundred and ninety, and the indedendence of the i nttcd states the one niinureu ani fifteenth. 8SAU BeXJAMIN HAItRJM.X. ij the President: Ja.vesG. Blaine. Secretary of Stalt FA MISK iS IB SLA SD. Tub American committee for tbe relief of tbe famine in Ireland has ieeaed a public statement announc ing that it withdraws temporarily ita appeal to the American people. The reason given for this action is tbat tbe British 'government has been sporred on to investigate tbe matter, and baa undertaken a . system of public works in the dit t reared districts which afford . partial relief and will at least post poae tbe famine. Does not Enyluad see that its action in this behalf is a formid able Indictment of its traditional policy toward Ireland in tbe matter of discouraging and even suppress ing the manufacturing industries of tbat country? The construction of aifewjebort lines of railway in Ireland is sufficient, says the com mittee, to avert immediate danger of famine. But why? Simply because the . Irish people are directed into anew avenue of in dustry, and are not required to draw, their whole sustenance from the soil. Agriculture has been supp!emented by one line of man ufacturing for building a railroad is manufacturing in the economic - aeuse and an overcrowded indus try has been relieved. If, then, the finding of one kind of employment for the people cf the distressed districts of Ireland has euthVed to save them from wttcVvatlon, what would be the effect if England should alter her policy and encourage varied manu facturing industries in Ireland? We know that, a century agr, before tbe union, Iiish manufac tures were in the flourishing state and the condition of the people very much better than it is at present, except in a few localities. WHio, then can doubt that if Eng land would show as much favor lo Ireland as she has shown to M n Chester and Birn i lghain and Sheffield the danger of famine woold be removed, now and for all time, and mannfi cures would flourish as they did in the last century? There is in this a IrFS-m for our selves. Were this country to follow Mr. tilaJitojit'd advice, it would adopt a free-trade policy, discourage nianufpcturea and di vote itself mainly to agriculture. It would bend its energies lo rais ing wheat and com to teed the people of Eugland. But suppose that tbe grasshoppers ate up all the wheat, or blizzards and tornadoes uprooted tbe growing corn, what should we do? How could we be any better off than Ireland is? Mr. Gladstone may have been sincere in bis advice, but we know by thirty years' ctn tinooua experience tbat tbe pro tective policy which fosters agri- j 1 tl.U f culture on the one band and manufactures on the other is the policy for tbe United States, as it would be equally the beet policy for Ireland. Ex. It is natural that miners at work underground under strong electric light ehould suffer fiom new maladies not mentioned in the books, but there is probably little danger of any physical or mental damage resulting from the use of tbe ordinary light. In fact tbe usual sixteen or twenty-four candle power burner gives a mild, even light that is absolutely colorless, does not flicker as the best gas will do, and is free from the heat which is tbe most disagreeable! feature of gaslight. Of course in time the use of electricity for lighing may produce special com plaints of the eye aervous system but thiiB far, if proper precautions are taken in avoiding the full glare of the light, no harm has been done. Thk travelers across the Atlantic Ocean will not be disappointed to learn that the steamship lines have decided to make the comfort and safety of their passengers more of an object to attain, than the beat ing of the time of arrival of a rival steamer by a few minutes. Their nerves wi'l be more tranquil to say the least, for that racing to beat time lias lieen an element of great danger during the past season. Modern light and heat estimates the capital invested in electric lighting plants in the United States has reached the enormous aggre gate of $118,758,500, there are at the present time in use 1,500,667 incandescent light. 127,441 arc lights, and 1,379 stations.
