To thoae who Lave a thought far the welfare of the people in other lands than our own. the politics of other countries is of interest. Esiecial lr ia that the case of English poli tics, and at present the leading figure in that country is Gladstone. He is essentially the political leader there. It is said that he has supplied the Liberal party with ample stores of ammunition for the next general elections. Home Rule re mains the paramount issue, but in order to recruit the radical force he proposes seven questions or subordinate importance, caution ing his followers against insisting upon committing candidates to very test. These seven issues ap peal to widely different classes of voters, and it wonld be preposter ous to expect the immediate adoption of the entire programme by the liberal candidates in the pext election. The trend of Eng lish Radicalism ia in the general direction of Mr. (i'adstone's pre posals, but it wonld be premature fo conclude that the main body of liberal voters ia convinced of the necessity and expediency of all feature of his olicy. Mr. Glad stone's excutsion to Midlothian i? a recruiting expedition. II. desires to strengthen the home rule cause by rallying supporters who are interested in special ques tion, social reforms and labor movements. He invites the co operation of all schools of radical though ; yet preaches at the same time' toleration, and warns his followers against political fanati cism in dealing with any one ques tion to the exclusion of other - issues. J a presenting so large a pro gramme Mr. Gladstone anticipates an opjectioo that would naturally be raised namely, that nnder the present condition of Parliamentary procedure two or three generations wou)d be required to carry it out. Tli s objection derives additional weight from the beggarly results of the last session, when every im portant government measure was blo.-ked by the opposition. Mr. Gladstone's expedient for relievirg the pressure of business is an American one. He proposes to arm stand' ng committees of the house with the power of dicposinjr ot the details of legislation. This experiment was tried in 1SS3 with excellent result Two complex measures, the bankruptcy and Patent acts, which could not have been-ena.-ted in the ordina'y way, wereV passed in one of the hnmest "sessions through the instrumental ity of a grand committee on trade. The liberal programme, as out line t by the leader, includes church disestab'ishmenl ir-r Scotland and Wales, but not for England. In 1S8 Mr. Chamberlain attempted to commit the party to disc-tub-lUhment in England as well as in Scotland, and greatly embarrassed his leader by his premature pro posal?. Mr. GladHtone pref.rs even now to limit the movement t those portions of the United Kingdom where there i a strong and growing sentiment in favor oi disestablishment, and to leave the English church undisturbed. Temperance, the eight-hour move ment, Home Rule for Soot 'and. allotments and woman suffrage he connects with Irish Ume Rule snd the disestablishment of the Scotch and Welsh churches as completing the octave of radical reform. The keynote still is home rule for Ireland, but it has been sounded so often in English ears that it baa lost much of its inspir ing effect. A new jangle is needed for the approaching i-ai.vas, and JJ-. Gladstone during the re mainder of his career will ring the changes upon it. The growth and improved methods of applying electricity as a motive power, is one of the won ders of our day, and yet is still iu its infancy. The street railway application forms one of these won derful growths. It is said that the total r amber of street railways in the United State and Canada is now estimated at about 1,000, with a total length of 8,650 miles, and it is asserted that of these roads 204, or about 15 per cent., with a mile age, of 1,753 miles, or about 20 per cent, of the total mileage, are oper ated by electricity. This shows the wonderfully rapid progress of the new motive power. Cable railways have also grown in favor, representing now about 440 miles of line. Mr. M. E. Robinson, a reprcfen ative of the Baker irrigation com iwny, has been successfully negotiating in New York for the interests of that company. AT? IP T-IAr.
