If you walk up Broadway at 4 o'clock" of any afternoon you will see them. Frills and flounces that's what ti-.ey are frills about the neck and flounces at the hem of the skirt. Wbmea'l Wear, Dressing, like kissing, goes by favor, the art of dressing well is a gift of nature The persons who ate wen uraseu simply cannot help dressing well. It is not a question of cost at all, or of thought i articularly. Uive them the most inexpensive fabrics aud the least amount of time and they will ap pear os exquisitely dressed as if they had been unlimited as to bo h. On the other hand the veri est dowdy that ever appeared may have lavished tlme and thought ana money on a tout ensemlfle that makes the beholder want to swear. The dressing well is not in the head, it is in the fingers. It is a kna k thy have somebo'v of get ting things on in the right W-ay, of slipping theui deftly and securely into lace and making them stay there. This promi.-tes to be a season of oetrich feathers, (iowns will be t'imed with bauds of feathers, and l o ts and muffs of the plumage of the bird "that knows it all" will le very popular. , Autumn dresses come on with onmderable rapidity. Styles la Hair Cutting. John Ray, a barber, tells the St. Louh Glolie-Democrat it is . aston ishing what a diferenee may be effected in personal appearance by a hair cut. A badly shaped . head may, by a skillful barber, be made to assume an intellectual cast, and in a very simple way. The intel lectual head, viewed from the front is wider at the top than just above tho cars and a clever barber, by cutting the hair short-over the ear and gradually lengthen it to the top of the head, mayv give the greatest dolt :tm "Appearance jf brains intelleclaally. They say the tailor makes the man, and no doubt he help, but 1-. claim that ' the barber does his part, and if weu-irainea, nis part is by no means contemptible. roll to Orthography.
