THE MO SET AND BUSINESS OF THE COUNTRY. Theory and practice do not always prove to agree. Indeed in gome instances theory shoots so wide of the mark that practice entirely disprove its assumptions From the situation in the money market during the last week ol September something of that nature may be gleaned. The New YorkTribuue says that the sur prising event of the past week ha been a general decline in specula tive markets, notwithstanding an enormous expansion of circulation. The treasury now holds of va ioue kinds of money over $30,000,000 lebs than it held a we kago. In addition it has issued $l,05ti,0iH silver notes. Since September 1 the increase in circulation has been about $53,000,000, and no part ol this large amount has gone abroad If the favorite theories of "mon money" men had only foundation so sadden and large an addition must have brought advancing prices. Yet stocks, grain, cotton, provisions and are all lower. With easier money, there hah come in ever speculatiue market a disposition to realize and a decline in prices. It cannot be said that this is be cause of any distrust of financial measures adopted. Nor has any serious apprehension of comuier cial disaster existed to cau-te reaction. On the contrary, thing. look just as if prices had been somehow sustained at an artiuYial height by scarcity of money, and with the first moment of full rrliet came liquidation. Many rttocks, for example, were bought in the expectation of a great boom in the fall, and have been carried for months only because holders, brokers or banks could not get out, for momentary scarcity had made the markets absolutely dead. The few who had money on hand or gilt-edged securities were loaded to the full. The rest of the world could not buy because it could not sell because none could buy. In grain and other products, those who held largely were helped to make artificial prices by the fact that money was to scarce to permit further stocks to be brought for ward freely. The instant there was money enough to move pro ducts, the enlarging supply forced prices downward. Money was everywhere wanted for the enor mously expanding business of the country, and when it came witliin sight banks had been sufficiently warned to help solid business rather than mere speculation. One nations improvements in naval and military affairs and im plements ctand good, until a neigh bor makesA ketter one when the inferior articlesmust be abandoned as worthless, and the enormous expenditure for perfecting and working out superior plans must be borne. It is said that the armor plating of the vessels already constructed for the British navy i eo greatly inferior to the nickel steel plating which we are about to adopt that England's enormous expenditures for heavily armored ships will be practically wasted. The English idea of iaval defense N is so exact ing that nothing shot t ol the best will satisfy the people, and if they once become convinced that their armored vessel are in ferior to those of America or other other nations they will demand the adoption of the new pitting, no matter how great an expendi ture it may involve. Thk baseball season has ended lor this year, and the country can remain easy for a space. With the adjournment of congress and tne ending of the bxse ball season, there ought to be a comparative season of rest, and a quieting of he nerve.
