The importance of the subject will be reuognited by all. Not taking any etand upon the n atter, at pretext, for there ia ample time to tuor ongbly consider it before advoca ting either aide, re quote the posi tion taken by an able writer rrol Ely. , He nayt: The proper method of procedure has been very well outlined by President Blackstone. Existing lines xhould be Dunvbaaed and a good fair price to be settled by arbitiaiion, ought to be paid. There is no reason why an attempt should be made l get this proper v for lesa than its present value; on the contrary, there is every reason why a junt price should be paid. The gov ern uent should build parallel ne only in case an honest price is re fared. Thus the railroads could be brought to terras. A sinking fund to repay, the bonds issued must be a pari of any scheme oi government purchase, and charges for freight and passenger traffic should be high enough to pay all expenses and make payments to the sinking fond, and should be redo red from time to time to pre vent a surplus. It is interesting to notice that in Prussia the financial success of govern me it ownership has surpassed anticipa tions. An elevation of the char acter of our civil service mrst in evitable result from government ownership of railways. Private employment would no longer oiler U the great prizes to lnisincsF talent. Piobably nearly all the present able managers, who are in to many rea pacts an admirable class of men, would remain in rail way service, but they would then exercise their talents in the in terest of the public, and not for private interests, and, after all, public service tend to enuoblt character in a morally sound com munity. Public ownership would necessarily be the death of the spoils system in politics, for it could not live when its real signti cance would become so plain. All would see what the nature of the spoils system is. Where govern ment does most, as a matter of fac we Ind the best civil service, the the least inteference of civil ser vants in elections, and the great est individual liberty of civil servants. We may exect some thing like a military organization of the railway depart mt-nt of i In public service, and thai kind of organization is the one needed in railways. Private corporations seek it and desire it; but it if dangerous in their Hands, ami can not be allowed even if it would prevent strikes. Government ownership of railways must be re garded as . a part of a general scheme for public ownership oi all monopolies. It is in the di i action of individual liberty, and does not lead to socialism. It may be regarded even as anti-socialistic. It has shown no tendency to pro mote socialism where it lian lieen tried. . It is, to be sure, a part of the the scheme of socialists, hut it is likewise desired by many anti socialists. It dues not of necessity mean centralization of power bin is compatible with an exte isioii of the sphere of states and local political units. Will it ever come . ia thiscountiy? Who can tell? . The number of adherents of gov ernment ownership of railways in creases daily. We have the social ists and nationalists and the Knights of Labor among such adherents. Labor organizations generally favor it, and now the farmers are beginning to advocate it; it is a part of the programme of the Farmers Alliance. It has been the peculiar misfortune of political economy rarely to advocate any reform until it has been accoui plished. After others liave borne the toil and danger of the buttle and won it, your political ocono- mists who favor gov'rnuntiit ownership of railways is increasing. In short, the number and ieinWnce of those who favor the reform is increasing, and perhaps, like President Blackstone, owners oi railway properly as distinguished from speculators and wreckers will see that it is a reform in their interest. Nevertheless, theopos- ing forces have tremendous ower, and control most of the press and a whole army of attorneys of every sort. No man knows what will be the outcome, and I for one d not at present feel like ventnrii.g- on prophecy."
