IMMIGRATION TON. jUBS- -j- Withw the paat two or three years a strong sentiment nas wen developed in the United States looking 'o the restriction of immi gration, and the disclosures of a congressional committee, which made a pretty thorough investiga tion into the subject, were not i-al-culated to allay distrust in a policy which was shown to operate so an. justly against Amerii-an mechanics and laborers, and m ire especially against working women and girls in the Atlantic States. The subject is treated by a writer in the Au gust Arena, who vu ws it mainly from a point of the effect of immi gration -upon the qual-ty of the people who are to control the des- times of our republic. Mis con clusion are not encouraging, but the topic has a prwent and prac tical bearing, not to be lot g evaded and withal is suggestive. Among rational citizens of this nation, whu nave an appreciative loyality fur American institutions, there can be only one opinion as to the necessity and justice of excluding from our shores such immigration as would only prove a burden and a corse as would only compel an ever-increa ing capacity in our p . oop-bouses and insane atojiuuis; nor can there be any question as to the propriety of pre venting the trai-sportatingof labor ers tinder contract from Europe to America, for that is only anotht r way of pauperizing the couuiry. Past negtact in. reepvet to these matters has fastened a stigma of excessive crime npou the United States which is not ours of right - nor chargeable to our institutions, but which is due to the imposition put upon us by foreign nations, which have made this freecountr a sewerage for their moral and physical scum. The same neglect baa reduced American women in eastern workshops and factories to the brink of destitution, and has substituted for American labor in the mines of Pennsylvania a class of ignorant foreigners who are willing to work at starvation wages, because in their dreary past they have never become acquainted with any better condition. When our immigration laws shall )e made effective in protecting the country and its labor from the criminal dregs and pauperism of Europe th-limit of practical res triction will plobabiy hi ve been reached. It is doubtful whether poblic opinion, at least in this gen eration, will sustain any farther advance in that direction. It would be ditfiriilt in this coinool tan age to reason bly object to the land ing of immigrants who, on their own motion and desire, come to us with health and habits of industry and means t keep them fro n want unti' they can find work to do. The United states owes too much to immigrants of that type to jus tiny the raising of a barrier against them now. Thk London Times is trying to frighten tite American people by predicting disaster at some dis tant day to our country because we have undertaken to belo silver It thinks that "there is danger of a plethora of silver in America finding vent outside and forcing itself on the maiket at a reduced rate." Our esteemed though far off contemporary is very careful to fix a distant date for the realiza tion of its prediction, and omits to mention what is to happen in the meantime. The omission, how ever, can oe easily corrected While we are accumulating a plethora of silver our foreign cus turners for the white metal will be paying a handsome advance upon the 41 peace price to which " Eng land has forced silver. We will also get largely enhanced pr.ces for our cotton, wheat, corn, oil and other products which we sell to the foreigner.
