In spite of continued ex periences of this kind no steps are taken to cause congress to assemble early enough in the fall to get through business before hot weather sets in. Russia is one ahead npon the Sunday rail road traveling question- It is fitting up church cars to run uion the Sunday trains for religious service on the road. It hM a cross at one end and a belfry at the other, seats seventy persons, and has rooms for the priest to live in. The altar ' and furniture were made in St. Petersburg. The practical business men of the state, who liave itx future welfare at heart should see to it that the lottery schemers are relegated in to oblivion. The present year has beea notable for the prevalence of float ing ice and icebergs in the Atlan tic much farther south than usual. The track of the steamers has been obstructed by real Arctic icebergs, not mere masses of detached ice, but genuine icebergs, some of them of very large size. It was only a few day ago that a venae! arrived at Quebec having on board part of the crew of a Norwegian bark which was sunk off the Grand banks in a collision wit I an iceberg. One of the wrecked vessels's boats containing tlie mate and three ol the crew, was crushed to pieces among the ice. In all countries treaties are the highest law. This fact appeared to the framers of our constitution to justify the exercise of great care in their construction. The power to institute coventions and to frame them was ledged in the executive, but they became bind ing only when they had been rati fied by tbesenate. We have found this, if a cumbersome, still a safe and useful system. In the main it baa secured for us wise and profit able treaty associations. How far the British system differs from ours will appear upon a reading of Mr. Gladstone's recent speech, in which he declined to vote for or against the cession o, Heligoland . on the ground that the treaty making function was lodged solely iu the crown. This means, of course, in the government of the day, which is under no necessity therefore of appealing to Parlia ment for its advice and consent. Our system is certainly much the preferable one. It insures care, study and in tbe end safety. A oxNt'iNB cane of leprosy in Mew York, is stirring up an in quiry into the causes that lead to the dreaded disease. The conclu sions of a stientitic man who has studied the dread disease in the eaat are quoted as worthy of credit. He discredits nstof the theories t hat have been advanced regarding its nature. That it is not oi malarial origin he contends, on the ground that it prevail . in many regions whh-h are entirely free from any form of so-called malaria. Sor is it caused by ne fective sanitation, since it occun among the inhabiuntt of the cleaneat and best-drained quartet a. That lack vi salt 4v ot indue it is,. seen in the, fact that it prevails in the balOdesert .regions of India, where salt is most abun dant; and the fieh-diet theory l a similarly disposed of, tnasmucb as many lepers are found in commun ities where fish food is unknown. He does not himself formulate any new theory, but inclines strongly to the long-held belief that the disease is due to a specific, blood poison, which may be U.ansmitted from peran to person, by -direct contact, but which is generally in herited, .While his uacijsMon ol the malady -throws, no impactant new light upon it, it at least tares off some false lights and assists toward abetter knowledge of one of the least - understood ills of humanity. . . The . case in New York is not viewed., as , being in anyways a, menace,, but. as likely to give actual benefit . as it .will put within the reach of the mcUca' fratornite a chance to study t!w disease. ... It seems that, in . the intensely conservative and traditionary . lov- ing England, there is some pro gress and ' the claim of age and hereditary rights on that score alone, do not hold, the ground that they did.
