The present year has beea
notable for the prevalence of float
ing ice and icebergs in the Atlan
tic much farther south than usual.
The track of the steamers has been
obstructed by real Arctic icebergs,
not mere masses of detached ice,
but genuine icebergs, some of
them of very large size. It was
only a few day ago that a venae!
arrived at Quebec having on board
part of the crew of a Norwegian
bark which was sunk off the
Grand banks in a collision wit I
an iceberg. One of the wrecked
vessels's boats containing tlie
mate and three ol the crew, was
crushed to pieces among the ice.
In all countries treaties are the
highest law. This fact appeared
to the framers of our constitution
to justify the exercise of great
care in their construction. The
power to institute coventions and
to frame them was ledged in the
executive, but they became bind
ing only when they had been rati
fied by tbesenate. We have found
this, if a cumbersome, still a safe
and useful system. In the main it
baa secured for us wise and profit
able treaty associations. How far
the British system differs from
ours will appear upon a reading of
Mr. Gladstone's recent speech, in
which he declined to vote for or
against the cession o, Heligoland
. on the ground that the treaty
making function was lodged solely
iu the crown. This means, of
course, in the government of the
day, which is under no necessity
therefore of appealing to Parlia
ment for its advice and consent.
Our system is certainly much the
preferable one. It insures care,
study and in tbe end safety.

new theory, but inclines strongly
to the long-held belief that the
disease is due to a specific, blood
poison, which may be U.ansmitted
from peran to person, by -direct
contact, but which is generally in

new light upon it, it at least tares
off some false lights and assists
toward abetter knowledge of one
of the least - understood ills of
