For although nominally the power of the Padishah is autocratic and his will supreme, yet his edicts are required to be in strict accordance with the precepts of the Koran as interpreted by the Ulema, who unite in their persons both ec clesiastical and legal attributes. According to the terms of the treaty of Berlin of 1878 an inter national compact which alone pre vented the absorption of van qtuabed Turkey by victorious Ruffria the Sultan bound him self to execute a number of reforms la connection with the internal administration of his Empire. In deed it was solely on this condi tion that Western Europe under took to intervene in behalf of his monarchy. Since then repeated remonBtances have been addressed to him by the signatory Powers oi the treaty on his failure to carry out his promises. Anxious- as Aoaui-Mamia un doubtedly is to keep faith with those who championed his cause in 1878, and to avoid any pretext for Muscovite aggression, he natur ally finds it difficult to achieve within the short space of twelve years the transformation of an Asiatic society into one of a Eu - ropean character. Moreover, he sees his efforts in that direction obstructed at every point by the Ulema, who- realize that the adoption of western innovations and culture will necessarily Qiminmn tneir power and in fluence. They have therefore is sued a protest against his enter tainment and hospitalities to .foreign monarch and princes visiting Constantnople, and have denounced as contrary to the pre cepts of the Koran many of his recent acts notably his foundation of an Imp-rial school of sculpture and painting. They declare that a "restoration of the old regime"' can alone conduce tolhe . reatness and prosperity oi the Empire. The fcultan is therefore between two fires. If he fails to hasten the promise reforms, he is in danger of seeing his Empire absorbed by Russia and her confederates; while if he attempts to execute them, he incurs the peril of deposi tion by the Ulema and deposition in the Orient means death.
