BBTWBES TUB Ft RES.
inta of the least progressive
countries in the old world is Tur
key, poor old Turkey that is
always trying to negotiate loans to
keep up its credit, and furnish a
revenue to keep np the Sultan's
harem.
Russia is an ions to gobble up
the entire domain, and the rest of
the nation are as anxious that
he shall not for fear that thereby
her supremacy may be established
, to the detriment of the other".
Recently the Sultan has been
greatly worried and it is said that
for ten days the gates of the Im
perial palace have been kept
closely grarded and all ingress an
egress prohibited. These precau
tions have been adopted in conse
quence of the threatening attitude
of the leading Ulema, or priest
hood, who decline any longer to
countenance or tolerate the inno
vations and reforms which the
Sultan is striving to inaugurate.
Fourteen years ago they deposed
his eldest brother, Murad, on tie
pretext that he was mentally
afflicted, solely because be had
manifested his intention of trans
planting western institutions to
the soil oi the Ottoman Empire
and of cutting himself free from
the fetters to which the rulers of
Turkey are. condemned by their
fanatical priesthood. For although
nominally the power of the
Padishah is autocratic and his
will supreme, yet his edicts are
required to be in strict accordance
with the precepts of the Koran as
interpreted by the Ulema, who
unite in their persons both ec
clesiastical and legal attributes.
According to the terms of the
treaty of Berlin of 1878 an inter
national compact which alone pre
vented the absorption of van
qtuabed Turkey by victorious
Ruffria the Sultan bound him
self to execute a number of reforms
la connection with the internal
administration of his Empire. In
deed it was solely on this condi
tion that Western Europe under
took to intervene in behalf of his
monarchy. Since then repeated
remonBtances have been addressed
to him by the signatory Powers oi
the treaty on his failure to carry
out his promises.
Anxious- as Aoaui-Mamia un
doubtedly is to keep faith with
those who championed his cause
in 1878, and to avoid any pretext
for Muscovite aggression, he natur
ally finds it difficult to achieve
within the short space of twelve
years the transformation of an
Asiatic society into one of a Eu
- ropean character. Moreover, he
sees his efforts in that direction
obstructed at every point by the
Ulema, who- realize that the
adoption of western innovations
and culture will necessarily
Qiminmn tneir power and in
fluence. They have therefore is
sued a protest against his enter
tainment and hospitalities to
.foreign monarch and princes
visiting Constantnople, and have
denounced as contrary to the pre
cepts of the Koran many of his
recent acts notably his foundation
of an Imp-rial school of sculpture
and painting. They declare that
a "restoration of the old regime"'
can alone conduce tolhe . reatness
and prosperity oi the Empire.
The fcultan is therefore between
two fires. If he fails to hasten the
promise reforms, he is in danger
of seeing his Empire absorbed by
Russia and her confederates;
while if he attempts to execute
them, he incurs the peril of deposi
tion by the Ulema and deposition
in the Orient means death.
Que man, just returned from
a visit to Germany, will be able
to appreciate the privileges of this
great American republic, even if
. he continues to neglect the duties,
lie was made the subject oi arrest
aad Inearceration is prison while
there, because some drunken stu
dents saw fit to ascribe falseiy
that he had expressed remarks!
derogatory to his majesty King
William No explanations would
suffice-and his only recourse was
to wait patiently until they saw
fit to discharge him for in
sufficienncy of evidence.
The conclusion of the public, up
on the Sandy Olds murder cane in
Portland, will most certainly be
that some very potent influence
must be brought to bear in his
favor. Very few persons procure
the benefit of four different trials
for the same crime. Probably he
will never hang for the crime he
has committed, and to save ex
pense the next jury should make
the verdict something less than
murder in the first degree.
All sorts of means to be em
ployed to hinder the enactment oi
any tariff reform measures. The
latest in that line being the report
that t!e European powers w ould
enact retalitory laws if the McKin
ley bill is parsed by Congress.
rroDaDiv our congressmen aie
trembling in their boots over tht
fear that such a dire calamity will
happen, but all the same fhM
will vote ir the .McKinlev bill.
