He ex pressed opinion that if more liberal clerical allowance hnd been allow ed the surveyor general of Oregon, serious errors would have been avoided as to surveys on the l"ma tilla Indian reservation, which seems to be an experimental ground for low bidders and ini tiates among surveyors. He recited the long delay and expense result ing from these errors, which might have been avoided by a more lilieral policy from the laud depart ment and from congress.
