and Mr. Cannon.the chairman of
the appropriation committee, in
reference to Orejron'inatters. Mr.
Hermann moved an amend mi nt
increasing the amount for the surveyor-general's
office of Oregon,
which, nnder the Sparks adminis
tration of the reneral land oflice,
waH reduced. lie asserted to the
house that if it wm the intention
to abolish the office, as the meaner
appropriations in the past would
teem to indicate, then the house
should have the manly courage at
once to say so, but not attmipt to
do bo in an indirect way.
To impose great, important and
responsible duties ujion an officer,
and then to disable him from their
performance, was neither just to
the officer, business-like for the
countrv, nor creditable to the
public service. That be had
moved, he savs, a like amendment

he found the Eastern mind indil-!
ferent to the situation in the West,
and unable to comprehend the
rapid settlement of the public
domain, and the corresponding
necessity for lilieral appropria-1

careful supervision of the surveys
being made of the lands oi the
Indian reservations of this state
with a view to allotment in sever
alty among the Indians and the
disposal oi the surplus to eagerly

pressed opinion that if more liberal
clerical allowance hnd been allow
ed the surveyor general of Oregon,
serious errors would have been
avoided as to surveys on the l"ma
tilla Indian reservation, which
seems to be an experimental
ground for low bidders and ini
tiates among surveyors. He recited
the long delay and expense result
ing from these errors, which might
have been avoided by a more
lilieral policy from the laud depart
ment and from congress. An
