DLPKEJSIOS Secretary Rusk it is eaid will issue an address giving his view? upon the present uepression in ag.-ic jltural occupation, and the reiutdirs for the same. His posi tion j;ives him excellent opportun ities to investigate the causes and propose adequate remedies. In his opinion tbe present de pression is due in part to careless ness in culture, and he thinks in theee days ot world-wide conipcti tion'the successful farmer must be a wtll trained and careful in business as a storekeeper and his equal in intelligence and general education. The secretary also thinks that the farmer does not ptudy the crop reports as carefully as he should, and recommends that he avail himself oi the infor mation supplied by the Agricul tural Department. He thinks that farmers should not acquire more land than they can profitably cultivate. After touching upon the ques tions of farm mortgage, transpor tation, middle men and gambling in farm products the secretary makes a long argument in favor of higher duties on iarm product?. He gives a tablo to show that the imports of agricultural products amount to $2tk,271',7o8, the great er part of which, probably $250, OOU.OOO, might be, with proper encouragement, produced n our wn soil. He thinks that the problem can be solved by the im position of high rates of duty on agricultural products. In all probability the secretary isC 'irectin his last proposition, and certain it is that if any indus try in the country needs and deserves protection it is the farm era industry. Oxe of the greatest drawbacks to the mining industry, an occu pation that is especially applicable and needing careiul encourage ment in this vicinity just now, is the practice of sharpers to fatten upon the floating of worthless mining stock upon the market. We are exceptionally favored in that respect for the mining com panies of this city are genuine development enterprises and dis pose oi stock only to forward work in that direction. About ut two f V it is I vears asro one John Halsey 8 iid went into New Brunswick, N J., and succeeded in selling over a hundred thousand dollars worth ut a Colorado mining com pany and then disappeared, leav ing only a salt mine as asests for the duped stockholders. Such woik as that not only gives a warning ag.iinst biting at the glittering aencmes that may come tiling, but it al. emphasises the f.ict that your home, well known and legitimate companies are the place t- make your investment? and encour.ige the development of the wealth oi the country. Tiii; current new- item record the placing in an iu-ane asylum in California a young lady, who became a m -ther although not a wife. The young man w ho caused her downfall refused to marry her, and the result was her insanity. Human beings acknowledge the enormity of the crime committed by that man, but condone his offense, while they goad his vic tim to insanity. "When will liaman society practice justice and judgment in dealing with these questions. Rev. Dr. Douglass In a recent address handles the aub- j Ject well when he said : "Where j 19 the villain who nas nruugiu the ruin ot innocence.' iiere:: Welcomed into the l'ashionabl ealoon. whiskiujj arouiKl tlic jaUjfilterj vf wealth in the revolt- in proximities' ami the wini-nude indelicacies of the waltz ami polka ; , ,i ..,.:,.:,, 1(.nrt af4 " iisccts are bv the devouring tlanie. Fascinating? yen; all the more i because of the dark romance that ! i9 whisx-red that 'Charlie is a little fast, you know." Fast? Yes, by oaths of eternal fealty, by i protestations and perjury, he ha wrought out the ruin of humble innocence, and then cast the vic tim aside, like the trampled rind of an orange out of w hich the sweetness has been pressed. This is the romance that floats about in the balls and cocial parties of society concerning a loathsome reptile, to be scorned, despiwed and ostracised. Hut, then, ye goddesses of society, the reptile is 'eligible,' and has money." Mr. HLMriiKEV Ward, who wrote Robert F.lsmere, is the leader of a movement in London to establish a "lecture hall" at which the study of the social problem and a scientific criticism of the bible will be inaugurated. In this country F.dward Bellamy the author of "Looking Back ward," as also the leader of the nationalist movement that received j its main impulse from that biKk. Flans of the different railroad companies entering Portland have leen consumable and a grand union depot will be erected so that the transportation business will be all brought together. The public will appreciate the change wher the new buildings are erect ed and put into use. Prof. Wiggins the false weather prophet is trying to make out that he hit the mark on his layt pre diction, because of the earthquake at tjuecn Charlottes island, he having predicted that his prophesied storm would be "re ceded by earthquakes.
