ities to investigate the causes and
propose adequate remedies.
In his opinion tbe present de
pression is due in part to careless
ness in culture, and he thinks in
theee days ot world-wide conipcti
tion'the successful farmer must be
a wtll trained and careful in
business as a storekeeper and his
equal in intelligence and general
education. The secretary also
thinks that the farmer does not
ptudy the crop reports as carefully
as he should, and recommends
that he avail himself oi the infor
mation supplied by the Agricul
tural Department. He thinks that
farmers should not acquire more
land than they can profitably
cultivate.
After touching upon the ques
tions of farm mortgage, transpor
tation, middle men and gambling
in farm products the secretary
makes a long argument in favor of
higher duties on iarm product?.
He gives a tablo to show that the
imports of agricultural products
amount to $2tk,271',7o8, the great
er part of which, probably $250,
OOU.OOO, might be, with proper
encouragement, produced n our
wn soil. He thinks that the
problem can be solved by the im
position of high rates of duty on
agricultural products.
In all probability the secretary

and certain it is that if any indus
try in the country needs and
deserves protection it is the farm
era industry.

to the mining industry, an occu
pation that is especially applicable
