Wheeler, of Alabama. Price, of Louisiana, and Wise, of Virginia licneral Wheeler is the president of the American Ship ping League, v. Iiich i.it t in Wasii ingi.Mi several months :.iro and formally adopted a, resolution in favor of the Tonnage bill. His opposition to it. under the circum stances, therefore, was as inex plicable as it wa disappointing to the friends of the measure, ana it has provoked much (severe crit icism among the members of the Ship ping League. For months past Messrs. Price and Wise have also been confidently claimed as among its supporters by the friends of the bill, and their opposition to it also caused surprise and disappoint ment. No explanation of the failure of the three members named to sign the "views of the minority" has been forthcoming. In brief, the report, which was drawn and offered by Chairman Fariuhar. states ; "Thirty-five years ago the mer chant marine of the United States was one of rur leading interests, a great source of our prosperity and a strong right arm of National power. Now our shipping in lorcign trade has sunk almost out of eight. The National ncceity for ships and seamen for an active commerce in ovr own vessels has increased with the giving of every new subsidy or bounty or pro tection that foreign nations have resorted to in the last fit y years to cut our merchants and shipping out of business, weaken our tlefeii sive power and threaten our Na tional life." Tho report says that "one of the most useful and certain means of Government aid to the marine of the present day is a direct, regular and speedy portal service by able steamers forming part of the cruising force of the Navy. Wherever the facilities for regular, rapid and cheap communi cation exist, business will soon le come established. as shown by the experience of Kngland. which has spent enormous sums thus to in crease her commerce and create employment for her shipping. The ocean transportation of the United States averaged $210,000 000 annually for the last ten years. Taking our share of this trade at 75 per cent, we have an amount of lSO.OOO.IKXt, 10 per cent of which is $18,000,000. Surely it would not be a bad investment for the Nation to pay out $1S annually to secure an o)portunity to earn and save $180. There aie no appropri ations made that would pay so well as this would do. But if this is thought too large then make it 5 per cent. That would be double what the Bounty bill will call lor in ton years tocome.'' The estimate of the committee is that under the terms ot the bill the payment in bounties for the first vear would be for sail vessels, -tl.ol-1. 81S; steam vessels, f 1,715 J2. total, 3,3t)0,7 14. The annual increase would be about 5 per cent, so that it would be eight venrs before the annual bounty 'would amount to 5,OUO,000. Mr. Fithian submitted the re port of the minority, which says that the policy of paying subsides to ships would be creating and fostering a privileged class at the expense of the whole people. Fred Batr a Ialxircr. committed suicide on the bank of the river above this city last night by shooting himself in the head. He had trouble with his wife during the day and it is supposed while despondent betook his life. Arbor day was observed by the various schools of the city to-day. Exercises at the high school build ing consisted of planting a class tree by the June class of 1810. This morning the body of Shin Toy a Chinamen was found floating in the river at Greenwich dock. Dovur, Me., April 11. An earth quake shock was felt here this morning. (Seattle Troperty. Only 23 lots remain in the Wr.s som addition to Seattle to be sold, ami those will have to be sold this week or they will le withdrawn from the market.
