The programme includes the anti trust bill, tho dependent pension bill, the administrative customs bill, and tho bill for the admission of territories. Besides these there will occur a debate on the Montana election cases. MALICIOUS) LIBEL. Jtev. Dr. Rjrlanee Secures 10,000 Damages Against His Defame r. New York. March 26. The jury in the superior court to-day gave Kev. Dr. Rylance a verdict of $10, 000 againet Nicholas Quackenbueh lor alleged libel consisting oi cer tain slanderous etories. The judge told the jury that it was cer tainly a clear case of malicious libel and the only question to decide was the amount of damages. The court gave the plaintilTs counsel an extra allowance of 16000. MUST STAT IN CHINA. A Chinese Laasdrynsn Cannot Send for Bis Family. Plattbmocth, Neb., March 26. Quong Lee, a Chinese washerman of riattsmouth, Neb., recently asked the treasury department whether he can send to China for for bis wife and children. AMERICAN MUSIC. Washington Society Desires to See It Properly Promoted, Washixotok. March 26. This evening at Lincoln Music Hall, in tne presence oi adistinguisnedand critical audience, the parent step was taken in the woik of placing American music on a plane with the other branches of American art by the rendition for the first time of a concert programme se lected wholly from compositions of American authors. The enter tainment to-night, which was under the auspices of the National Con servatory of music, was intended to be the inauguration of a series of strictly American concerts, which Mrs. Thurber, projector of the scheme, hopes will embrace the leading cities ot tne country. CUSTOMS COLLECTORS. Pnget Sonnd to Be the Chief Tort of Entry on the Sonnd. Washington, March 26. Secre tary Windom has recommended the passage of a bill to establish a customs collection in the district of Puget Sound. The new bill makes the Washington customs district of Puget Sound, and Port Townsend a port of entry and Tacoma and Seattle sub-ports of entry and de livery. The collector of the district re ceives a salary of $4000. The dep uty collectors at Seattle and Ta coma receive $2000 each. The Oxfords TVIu. London, March 20. The great annual raco between Oxford and Cambridge took blace this after noon on tho Thames. The water was choppy. An unprecedented crowd gathered along the banks of the river and the interest displayed wad without parallel in the annual race. The Cambridge crew was the decided favorite in the betting. A Careful Sorrey of the River Will Be Made Before Any Further Improvements, Which Will Cost lOOO. Wasicngtgn, March 26. Secre tary Procter transmitted to Sena tor Mitchell to-day a report of Maior Handbure of the engineering corps, stAting that a careful survey of the Willamette river alwve and below Corvallis will have to be made before any additional money is expended in improvments in that direction. The renort states that such a survey will cost about $1000. There are no funds available for it at present. AT OLYMPIA. Tho Legislature Rnshins; Business Through Before Closing. Olympia. March 26. There wero very busy sessions to-day in both houses of the legislature. A large number of bills were disposed of. Amomi those that passed were : Hushes' long bill on revenue and taxation and a bill locating state normal schools ot Kllens- bure and Chehalis. A technical construction of the rules may de feat the latter. The general appropriation bill, appropriating $700,000 for expenses incurred by the legislature was in troduced and passed. The senate alto passed the ap propriation bill and a bill to ap point a committee to locate the state reform school. The committee appointed to in vestigate the Brown-Ehman affair to-day decided to recommend the summary dismissal of Ehman. This will probably be done to morrow. Governor Ferry to-day signed the bill to establish a soldiers' home, for which $30,000 was some time ago appropriated. NOTES FROM TACOMA. President Oakes Inspecting the " Company's Property. Tacoma, March 26. President Oakes, of the Northern Pacific railroad, is inspecting the com pany's property here. Barnandin Verrani, who killed an Italian named Vizinso Pompeo last Wednesday night in a stabbing affray, has been arrested at Mt. Vernon and will be brought back to this city. Tacoma, March 26. Two freight trains collided on the Northern Pacific this afternoon three miles from this city on the Puyallup In dian reservation. Both engines and live freight cars were badly wrecked, and Engineer Bailey seriously injured by jumping from the cab. FKLL INTO THE BIVKR. A Boy Drowned In the Willamette at Portland. Portland, March 26. Alvin Carapnell, the 8-year-old son of A. F. Campbell, United States gauiger, was drowned this afternoon in the Willamette at the foot of Montgomery street. The boy was on a raft with a number of other boys about his age when he fell in, anil before assistance arrived he was beyond recovery. The body was recovered. SALEM NEWS. Sensational Developments In the Scott Murder Case. Salem, March 26. Judge L. F. Mosher died at his home in Koee burg to-day after a protracted ill ness. A rumor came direct from Lincoln and Zena this evening that Varde man Scott, son of Wm. Scott, now on trial at McMinnville for the murder of his wife at Wheatland, committed suicide this afternoon by shooting himself. THE PRIZE RING. A TerrlOo Fight Between Billy Wilson and Choynakt. San Fkancibco, March 26. Billy Wilson, the colored heavy weight of St. Ptul, and Joe Choynski, of San Francisco, fought at the Golden Gi te Athletic Club to-night for a purse of $1500 and $250 to the loser. Wilson drove Choynski around the ring with a iowerful left hander on the 'ribs and at once sent him sprawling under the rones with a liaht tap. Joe rallied, however, and found Wilson's left eye with a right-hander that knocked him down. Wilson went to the floor four times in rushes be fore the end of the round. In the second round Wilson again drove him against the ropes, but the blows wero wild and Joe sent him to the floor with a left swing on the jtw. Wilson partly rose but fell back and waB counted out. The tight was unsatisfactory. FATALITY AT WARM STRINGS. A Mtage Overturned In the River and a Toung Lady Drowned. The Dallk8, March 26. News was received here to-day that Miss Williams, aged 18, daughter of U. Williams, clerk at the Warm Spring Indian reservation, was drowned last Saturday while cros sing the Warm Spring river. She was a passenger on the stage, which was fording the river, and tho stream being swift the stage a overturned and the occu pants thrown into the water. All escaped except Miss Williams. The tax suit of San Francisco against the Western ITnion Telegraph Co. was pettled this morning in the superior court by Judge Finn, who decided that tlie telegraoh com pany must pay taxes on its fran chise, notwithstanding tt was in corporated in New York. An apparatus which promises to materially lessen the danger to human life in case of collision on railways has just appeared. It consists of a collapsible buffer, which, attached to and propelled in front of the train, will receive the force of the shock, and permit the train to be brought to a stand still without being injured or de railed. The apparatus is provided with a series ot air chambers con nectcd to telescope together and nermit the air to be srraduallv driven out and mounted on a roll ing support, which may be held near to, or removed some distance in advance of the tram bv the folding or unfoldingof the telescop ing sections, tither comprepssed air or steam may be admitted as desired to both series of air chambers. The Times-Democrat's Vieksburg spec ial save: The levee in front of Skipwith, Isquena, Miss, about 70 miles above vieksburg, broke this morning and the crevasse is now over 400 feet wide. The water in the town is up to the eaves of the houses and the people are reported to be fleeing for meir lives. The water from the crevasse will flood an immense tract of country. Ingalls said the amendment was not intended to interfere with bargains, purchases, sales or the exchange of any products w Inch a party might ixesess. The Wyoming admission bill was taken up an a special order in the house to.day. Carry of Wyoming made a strong plea for the admission of the terri tory. He said its constitution was adopted by a iree and fair vote; its citizens and population are sufficient. He demanded a pro vision of the constitution extend ing the right of suffrage to women. IkK'kery ot Mipeonri opposed the bill. It was nothing more or less, he naid. than a partisan measure designed to perpetuate the power of the republican party. Oates of Alabama, opposed the measure because it proposed to give women the right to vote and made attendance at school com pulsory. Dunnell of Minnesota was in clined to vot against the bill on account of the woman suffrage clause. Morey of Ohio, favored the bill and advocated the civil and legal enfranchisement of women in all states of the Union. After further debate the house took a recess until 11 o'clock to morrow. The bill for the erection of pub lic buildings was to-day reported to the house by the committee on public building, as followings: Spokane Falls, Wash., site for building $100,000. Hermann of Oregon to-day re ported to the house from the com mittee on Indian depredation claims hia bill to provide for the adjustment and pament of these claims.
