to build" over all postal road.
They ask exemption from Federal

syndicate will furnish its own
offices.
It would make a contract tfrith
the Government for fifteen years
with the privilege of renewal, un

the lines at the end of that thru
at a value appraised by experts.

of the Government work. To
maintain the lines under the
Patten system would crt 75 per
cent lew than the prent system.
It is proposed to lear-e wires to
newspapers at nominal rates and
reduce press rates 33 per cent. To
establish a system under the pro
visions of the Postmaster-General's
bill would cost, Seymour thought,
about 17,000,000. A complete
system covering the country would
cost 25,000,00O.
