Patrons of the paper will please observe the change. "MAKING RULES SCHOOLS." FOR Yesterday as able and earnest a body of school teachers, as can be gatnered in any state ol our Union, were wrestling, in their I excellent institute work, with the j above question. Various opinions were expressed, indeed the ex pressions upon the subject were almost as varied as there were individuals making them, and in dicated that personal experience upon the matter had been of a fiiveraifipfl natnrtfi nrwi triA rlirrV .! 1 CUllieSOIine Situation COUIU not; always be met with the same set, kind of tactics In viewing the subject it is well enough to consider that the school room is but an embryo state or governmeut, if you please, and does not materially vary in any essentials. A state or government of a necessity must have laws. That is an axiomatic fact. Then of course a school must have laws, if its conditions and status is identical with that of a state and the observing thinking person cannot but acknowledge that fact. The necessity is patent and cannot be denied, but must be met. The question is then how to meet the situation. Every teacher who has noted any personal experience, has run across the troublesome fact that a proclaimed rule, given to a public school, invariably brings to the surface the mischiev ious pupil who leaves no possible chance unworked to infract that rule, just to see if it it can be done. Very often these cases aro not single or isolated cases but are often so prominent and numerous as to make the teacher absolute and apparently unnecessary trouble. These cases are so often met that they have become a well established principle upon which procedure has been based, and the deep rooted objection among teachers has arisen against pro mulgating set rules. The position of the teacher in the school is really a combination of the legislative, judicial and executive functions of government. In the governmental affairs it is found not only impolitic, but im possible, to combine different functions of government in one in dividual ; then how is it possible to expect a teacher, in exactly the same situation, to perform the functions without trouble or friction. Suppose for instance that a judge to whose offico tho real prerogative of a teacher is the closer allied should assume the legislative function and make the laws as well as to promulgate them. What would be the result, j Would the decisions of that judge have weight with the people? Would the laws lie enforced" or would they become dead letters upon the statute books? It does not take much thought or consid enttion toBecwhat would be the I and democratic rule. Again suppose the judge, after deciding that a culprit was guilty of a crime, and pronouncing the sentence, should don the repul sive apparel of the executioner and proceed to execute the nen tence. Would the respected and revered position of tho judgo re main uncontaminated in the eyes of the people? Yet that is exactly what is expected and demanded of a teacher in tho public schools under the present public opinion view of the subject. The true solution of this subject is to so amend public opinion, that the teachers place, in the govern ment of the school, shall simply and only embrace the judicial functions. Learning' the legisk- tive part for other hand and dropping out the executioner to the realm where he belongs the criminal court. There should be no criminals in the public school. Would a judge meet approbation that would make a practice of con tinually proclaiming the entire law decatogue? Then why should a teacher do so. An accused man says "I kuew it not." The judge replies ignorance is no plea, the law must be vindicated. Tue Toronto Globe, liberal, com menting on the proposed changes in the American tariff, savij : "The effect of imposing these taxes will either be to wipe out Canada's whole export trade to the states, or to force our farmers to accept prices from 15 to 20 per cent, less than they now obtain for some 20,000,000 worth of what they have to sell. Not only so, but the surplus which we now sell to the states, will, if thrown on the home i market, reduce the prices of all products that farmers sell for i Canadian consumption. Their ! Every merchant, every bank, every loan company, every homer ot mort gages, every mechanic, inustsutfer with the farmer. All alike should i join in agitation to avert disaster j by forcing the government to seek continental free trade The Postal Telegraph Company has won its fight in the senate, and if Senator Payne's bill passes the house as it now stands that company will extend its lines throughout the Northwest.
