The policy of the government toward the Indian lias always been open to the gravest criticism, and it is a matter of congratulation that better council is beginning to prevail and that a different policy based upon the performance of the duties and responsibilities of citi zenship, is inaugurated by tie movement to give them land in severalty and break up the reservation business. The New York Tribune, in commenting on this subject says that at the end of three centuries, during jwhich we have kept the Indian alien from our schools, our marts and our social and political system generally ; during which we have robbed him of his lands; during which wc have made war on him a hundred timeis forno other rea son than because he attempted to defend himself against being plundered; during which we have settled him here and moved him yonder and removed hirn thence and then thither; now forcing, now bribing his consent; during which we have exterminated his game, cut down his forests and subjected him to the rule of auto cratic agents and the rernorriclesH -freed of trailers iit last we find him exactly where such methods must inevitable have placed him, a beggar, as well as a savage, his nobility almost gone, and liftle left in its place except indolence and cupidity. This is a shocking history.
