They very kindly instructed the legislature as to the proper course on the exemp tion business, too, though that was a side issue; that terrible mortgage tax law being the rapacious dragon to fight. Of course they had no need to concentrate their powerful intellects upon the more efficient enforcement of the present law. That was unnecessary but to the very important matter of instruct ing the legislative assembly on what to do they recorded their wis dom and erudition, backed up, en forced and patted on the back in a "good fellow" manner by the en vironment of the Portland capitalists. As to the question of the bor rower paying more interest, it is simply a mistake as far as Linn county is concerned at least. Money commanded 10 and 12 per cent prior to the adoption of the law. Now on inortages the bor rower pays 8 per cent, and the taxes, which in this county are 17 mills, making less than 10 per cant, upon the money. That is about the situation of affairs, the howl against the mortgage tax law to the contrary notwithstanding. One cannot help imagining a pair of lonjc ears, wagging back and forth, on each side of the heads of congressmen, who solemnly con sider the question of breaking a business quorum in the house, by sitting in their seats and refusing to answer when their names are called on the yeas and nays call. They prabably think they are in visible behind those ears. The report comes that electric locomotives have been constructed ! in London, capable of moving loaded trains at a speed of twenty five miles per hour. It simply makes the tax upon mortgages due and payable in the counties where the real estate is located upon which the mortgages is given, instead of where the money came from that was loaned, simply making the money loaned take the place of the land valua tion that the debt exempts. The result being that foreign capital loaned in any county in the state on real estate security, thus ex empting ihe real estate from taxa tion, takes the place of the valua tion that it displaces. Before the la a was passed money, for instance, from Portland, loaned on Linn county real estate, exempted by deduction for indebtedness, the said Linn county real estate from taxation, while the money, or mortgage, if you please, if ths Portland assessor performed his lawful duty, was assessed in Port land, thus reducing Linn county valuation and making taxation on individuals higher, while it in creased Portland valuation and made individual taxation lower. It ' was to correct this unfair inequal ity that the mortgage tax law was adopted, and it accomplished its purpose. As to the accusation that it has driven away capital, the' records of " mortgages in the various counties will probably show that quite a sprinkle of that foreign capital still . remains here, and why should it not when it is assured of a clear profit of 8 per cent, while we are told that in its own locality it can earn only one half of that. How ever every effort and every hue and cry that could be raised by the op posers of the law have been directed towards influencing that capital to stay away, in order to create the semblance of a legitimate objection to the law. The facts of the case are that as long as exemption for indebtedness remains there is an absolute call for the law, and no movement to repeal it should be tolerated until the exemption for indebtedness is first stricken cut. Whether that can be done or not is a ques tion for grave consideration, and if a moyement towards allowing no deduction for tnpebtedness is to be followed by a further movement for the much clamored for exemption of money and securities from taxa tion, in fact opening the door for the issue of plenty of "non-taxable" bonds for the millionaires to in vest their money in, then the movement should be sat down upon with an emphasis that will Btamp it out of any semblance of success.
