The paving of First street should ba one of the improvements under taken by Albany this yea.'. 1 boy only 12 years old was sentenced by Judge Hoyt, of the ClaytoD, Iowa, Circuit Court, to imprisonment for life, for the mm der of his fathet rand mother. Probably the youngest life convict in the country.' The people in the California blockade are having a very rough experience. The latest ieporis from there steies that there is plenty of provisions, though many articles are getting scarce. A news paper is printed on wrapping. paper at Dunsmuir. and merchants are raising the price of good3. Potatoes are 6 cents a pound. iind thrift. The announcement is generally taken in mild wonder ment, that people cannot see any thing in the wonders of nature but the amount of drudgery that can be evolved from them, but without any worry about it, unless actual steps are taken towards carrying out the work a day schemes, when they emphatically object. It is said that the New York commis sioners of the State Reservation at Niagara, in their annual report, oppose all projects looking to utiliz ing the Falls for manufacturing purposes. In so doing they doubt less reflect public sentiment. Last year an attempt was made to get a bill through the Legislature giving a business corporation certain rights in connection with the Falls but it fell dead as soon as the people's attention was called to it. The general feeling is that New York ouht not to allow the great natural wonder which is within her borders to fall into the hands of thrifty persons who see in it only a bip water-power. "I" Evidently Ex-Premier Glad stone does not put much credence in the accusations recently brought against Pamell, the Irish leader in fhe English House of Commons, for he says in his Chester speech, in referring to the Parnell Parlia mentary Commission, that without anticipating the judgment or breathing a word of suspicion of the judges, he would say the sub ject must be probed with the deep est attention of the country and of Parliament. His opinion was that the cumbrous proceedings consti tuted a case of oppression practiced upon an individual by a legislative chamber and an executive govern ment without a parallel since the evil times of the reign of Charles II. The question of the best method of disposing of the dead, with refer ence to a due regard for the de parted loved ones, and the welfaie of the living, is a question that has always engaged the most earnest attention of human beings, for it is a question that cannot be evaded Every birth must inevitably be followed in due course by a death, and the living must dispose of the dead. Among the mot civilized people two methods have been used, interment and entombment, both of them more or less 'danger ous to the living. Cremation has been practiced to a limited extent, and gives a method that removes all danger to the living, but by its harshness and apparent cruelty to the dead precludes all possioility of its ever becoming universal. Of late scientific and carefully made observations and experiments have developed the jact that entomb ment can be made as perfectly safe ana mocuous to trie living as can even cremation, while it presents the most careful and pleasing at tention to the dead of any method , that has ever been employed. These facts, if brought to the full attention of the public, will cause actention to those methods if not their adoption. The matter is be ing pretty thoroughly discussed in eastern citie3. Add.t "S," A moymen r has recently been made in Nftw York to add the in surance feat:re to an ordinary building a:;d loan association. The idea sejim lo he that by the pay ment of u i alditioual sura the shareholder in a building associa tion miy ssoure his heirs the home which ha his er;ted with the assistance of the society, No doubt this plan can be successfully worked. When once fairly started it will stimulate a great number of men io undertake the building of a lume who are now deterred by the idea that if they should fall sick and die Ihjfore they had completed their engagement to the building club, the fruit of their labors would be dissipated. If by the payment of an insurance fee a man obtained a guaranty that in the event of his death his heirs woulJ be released from all further obligations and would receive their home, the building of houses for men of email means would largely increrse. Til ere has been three days of riotous and disgraceful proceedings on the part of Jthe democratic minority in the house of represen tatives, who refused to voted in order to present then being a quorum. The riotous scenes as de tailed in the dispatches hare come to an end at last, it having been decided that tbe mino.-ity n the house of representatives shall not hereafter obstruct legislation by sitting still and refusing to vote. The house has always had power to compel the attendance of mem bers, and now it is decided that all members present are to be counted when nece&uu-y to make a quorum even if a portion of them refuse to vote. In other words, a quorum cannot be destroyed and needful legislation stopped by refusal of members present to vote upon call of the roll.
