Patrons of the paper will please observe the change. , EDITORIAL VOTES. :: -The enow blockade of the South ern Pacific seems to be the most persistent of the blockade?. Hopes are entertained that it will be broken to-day. The gold that hangs so heavily In British pockets, still continues to seek chances of multiplying itself at the expense of American enterprises. The latest phase of this matter is the arrival on Puget Sound of the agent of an English syndicate, with 50,000,000, to buy up the saw mills on the sound, and bottle up the profits of the Sound lumbering business. At latest ac counts he had approached several of the mill owners with proposi tions to purchase, but had found none that would listen to his offers, they refusing to entertain even the question of selling. The uulimited attention that has been giyen to the wailing infant, who makes the present figure head as king of Spain, brings into prom inence the peculiar phase of human actions, that makes it possible for an imbecile, a madman or an un responsible and helpless infant to be acknowledged as a leader and the head of a nation. The diaboli cal imbecility and the malign cruelty of the world's past rulers have caused more human woe and misery than all other causes com bined, and still tumanity will bow down and watch with adoration the flickering flame of an infant's life, while millions of equally as intelligent ard as deserving in fants d;e unnoticed evtry year. It is said that some of the shoulder straps of the little United States army want the grade of Lieutenant-general revived. Two senators and three members of the house are said tj have introduced bills to that effect. It looks inno cent, does it not? Yet we have no army calling for the grade of Lieutenant-general. But! this bill will largely increase the pay of the senior Major-general and at the samo time raise the grade, and the pay, of individuals all the way down to Colonel. Perhaps if they would, instead of increasing the pay of the officers, make the pay of the private soldier a little more in accordance with sound common sense, the crime of desertion would not be as flagrant as it is at pres ent, and the men would do better service. If there is any use for an army, it is best to have one with a personnel that will make it effec tive if it ever is called into action. The disinclination to serve on juries seems to bo a growing char acteristic in this country, and to have increased in proportion to de crease of public estimation of the jury system. One of the latest phases of this reluctance to jury work came up in New York city, where, it is eaid a mau went so jar as to iaKc an oatn mat ne was not of good moral character, to secure a release from seiyiee. Various incidents of similar import ! are extant, and the reluctance of judges to excuse jurymen is pro verbial. It is said that few a years ago a big, raw-boned man at Jules burg, Colorado, declined to go on a jury because, as he expressed it, "he couldn't bear to serve under no man he could lick," meaning, thereby, the judge himself. Whereupon the court laid aside its judicial ermine, requested the spectators to form a ring, and, with the clerk as time-keeper and the prisoner as umpire, got down and fought the large man for fifteen minutes, thoroughly removing his objections to serving on that parti cular jury, after which he returned to the bench and went on with the securing of a panel. Representative Hekmaxx, of Oregon, shows that he was alert and active in the interests of his strfe, in the action in getting an appropriation for the Columbia river at the time the extra appro priation for the Missouri river was put in. Mr. Hermann showed his expert cognizance of affairs to be able to put in and maintain his claim. ! ! "It is raise Ix the discussion of the tariff, and the question of admitting wool free of duty, the only real argument that has been adduced in favor of free wool, has been the statement that carpet wools could not be pro duced in this country bat mast be imported. If that statement was correct then it would be a. valid claim that at least that kind of wool should be admitted free. Bat Col. Shepard, president of the ' Texas wool growers association denies the statement and says : claimed that we ' cannot carpet-wools. I deny this, and say that Texas and the territories of Arizona, New Mexico, Southern Colorado and Southern California, with proper protection, can raise all the carpet-wool needed in the United States. The portions of the country I have named are better adapted for the native Mexi can sheep than for any other sheep. They are more nearly like the foreign countries that produce carpet-wool than any other portion of oar country.
