A reso lution was introduce" to-day adopt ing the report of the fcilcott com mittee as presented to the house. The rt-Bolution was adopted. The report of the committee iiveti a detailed statement cf the assets and liabilities of the ofliee on December 5. The shortage is placed at $0,08.9o. The commit tee has not yet made a suflieient investigation of the matter of the d.seounts. and notes. Many notes, the committee believes, were forged to cover defalcations al ready existing. It says the com mittee cannot too severely condemn .he manner in which the sergeant- at arms conducted the affairs of his office. A resolution was adopted extending the power to select a committee so it may report to the heuse its conclusions as to the effects of any deficiency of cash in the olhce of the serueant-at-arms. The house then adjourned until Monday. After some unimportant business the introduction of bills was re surred in the senate. Butler in traduced a bill providing for the emigration oi persons of color lrom the Southern states, and Stewart presented a free coinage bill. After a brief executive session the senate adjourned till Monday. The senate has confirmed the nomination of Green B. Kaum, of Illinois, as commissioner of pen sions. A RAVISH EK LYNCHED. He Assaulted a Little Girl and was Promptly Hung. Chattanooga, Dec. 12. Laura Stivers, a seven-year-old girl, was assaulted in the woods yesterday bv a w hite man named Williard. Kathhoae'M Funeral. Uric a, N. Y., Dec. 12. The funeral of Justus II. Kathbone took place this morning. A large number of Knights of Pythias were present. A CX'KIOUS FKKAK. A Semi-ClYilized Moiieol Who Likes to Go to Church. Dixton Tribune. It would hardly be fair to assume that frequenting a house of worship by a Cbiuainaa is any evidence ot an unbalanced mind, but the particular Chinaman to whom this refers it very eccentric, to tay the least, and some of hi acts are bard to account for upon any other theory thau that he is a little weak in the upper story. Nobody seems to know his name. He made his Appearance in Dixon several montht ago and walked into the City Hotel dining-room and seated himself with the. regular boarders. He has 'discarded his cu, his hair is shingled he sports a thin hut scraggy mustache, and. dresses like a white rnaa. . - He is . very reserved, and he walks the streets leisurely, looking neither to the right nor to the left, hut ap parently searching for something on the sidewalk. He is a regular attend ant at both morning and evening ser vices in the Baptist church. He also regularly attends choir practice every Satttrday evening, manages to find the page and number of the hymn, land can be heard humming the tune. Once during services in the church Miss Noble sang a solo. The air was not familiar to many people in the congregation, but the Chinaman was distinctly heard humming it in unison with Miss Noble. When the contribution-box is passed around his con tribution is almost invariably a quar ter and a 10-cent piece. He keeps well posted concerning the dates of meetings of societies con nected with the church, and frequent ly attends meetings of the Baptist Ladies' Aid Society, at which ladies only are expected to be present. At one of the business meetings of the Parlor of Native Daughters, he ap peared and quitely seated himself in the president's chair. He soon had the lodgereom all to himself. It may be that his lunacy, if such it can be called, is of a harmless character, hut it is well enough to keep an eye on him. Inventions and Wages. Scientific American. Some paper has started the silly question: "Do inventions decrease wages?" Certainly they do not. On the contrary, inventions increase waes, shorten the work da' and de crease prices. Ir fact, inventions o-nstituttj the only possible way by which labor can he emancipated from drudgery, long hours and poor pay. Inventions are increasing evtry year, and waj;es arc constantly advancing in all countries wncre thy are utilized. Take calico as an example: There are persons now living who can te member w hen calico sold at 25 cents .i yard. It now i-clls at S cents. This great reduction in pri.-e was effected by inventions. In the mean time, reacts have in no case fallen, but have advanced very greatly. A day's wages will now buy as much calico a week's wages would fifty years ago. Calico is selected as .in example, hut the same facts are true as regards other manfacturcs. Any one, no matter whether a laborer, a loafer, Jor a capitalist, who talks against invention talks against one of the very greates-t material bltE.siugx that has teen vouchsafe 1 to the world, and it is astounding that any person cui be found who is so ignorant or so rseh as to condemn them. Lying between Assam and fiurmah is the retnoti: little hill State of Man ipur, lately visi'.ed,by Indian officers, one, of whom, writinir on the forests of the State in Indian Forests, gives an extraordiary account of imphaii, the capital. It is situated in what appears adense forest. "Neither spuei nor chimneys cut the blue sky, nor is smoke observed to ascend from the sylvan scene of the capital. Nothing, ia fact, bespeaks the busy home of 30,000 to 40,000 people, and yet hidden away among these trees is the palace of the Rajah and hard by are the houses of his fayoites, each family having a large inclosure around the homestead. Imphaii may thus be described as a city of villages, or rather suhurban residences, around the palace. Straight, wide roads lined with trees, frequently intersect ing each other at right angles, afford the means of communication, but neither shop, artisan, nor wheeled conveyance exists in the city. In dustry and skill occur only in the dis tant rural homes." The people of the capital are the promoted favorites of the ruler, who have had assigned to them plots of ground near the palace, and live by pressing upon the persecuted agricul turists of the State, The capital of Manipur is a royal residence dedicated to luxury and amusement. All arc happy. The streets are crowded with smiling, healthy faces, of which few- bear the ma-ks of toil and labor. There are no schools in the State, and court favor and promotion are secured by .successin polo. Coinage is unknown, and the men are not allowed to trade. Imports and exports, except in cer tain articles that yield a royaljrevenue, are practically prohibited. The women from the distant vil lages repair on a oertaiu day to the capital or to other recognized centers Each carries on her head a neatly made square basket, in which has been placed the surplus stock of the homestead, the labors of her indus trial skill or of her husband's agri cultural knowledge. Ou market days the long straight road from Bashenpur to Imphaii is crowded by groups of women hurry ing to and fro. Each wears an elegantly striped dress in bright colors, made of silk and cotton. The stripes run along the length, and the top and bottom are neatly em broidered. A long piece ef cloth is cleverly carried across the breasts and just under the armpits, instead of round the waist, and is firmly tucked up, so that the top em broidered edge falls forward, adding an additional fold to the garment, while the bottom edge reaches a little below the knees.
