A Company to Insure the Fayiiient of Hallway Mortgages. iir.w York, Dec. 8 It is under stood that English capitalists intend forming a company here with a capi tal t.f $100,000,000. One of its oh- ject, and iho chief one is to provide credit lor new American railway pro jects after carefully inspecting their reliability. It will, in fact, assume relations to new railway enterprise jufct as a conservative life insurance company afesume relations to a man seeking insurance. The company will be technically known as "The finan ciering Company." Acting along liues long recognized in the English financial world, it will be an insur ance company, and its risks be rail way mortgages. It will be a guaranty company, and will indorse railway credit. . It is estimated that a backing cf $100,000,000 of safely invested capital will be sufficient to warrant tbe Financiering Company in underwrit. ing or insuring interest payments upon bonded indebtedness of many times that tremendous sum. Some idea of how influential so much con tracted capital may be can be had from consideration of the fact that the combined capital of all the New York great trust companies approximate only about $25,000,000, or one-quarter of the capitalization of this new cor poration. BRAZILIAN AFFAIItS. Nearly AH of the High Officers in Army are Anarchists. London, Dec. 9. It is stated that a greater portion of the higher officers of the Brazilian army are anarchists, and that they joined the republican minority in the re cent outbreak in Brazil urder tbe oeiiet mat tne demonstration was to be merely against the ministers, and not against the empire. They onlv became aware of the true facts when they had gone too far to retrace their steps. When the revolution started thousauds of the students armed themselves with revolvers, rifles and swords and threatened to kill the emiieror and family. Boats manned hv students trti tolled the harbor, it being their intention to intercept the emperor while he was embarking and tlo him injury. liOl l.ANfiKK COM IXC The Fugitive Frenchman to Lecture ia TIiIk Country New Yokk, Dec. 8. This completed the eutfit. when the operation was dished, the chief, with aa incredulous smile, asked what came next. "Ob, ycu will talk different in a fow minutes," replied the friend, with a shake of the head. In a minute the official felt a strange sensatien in tbe face, and within five minutes the pain had left him. To say that he was amazed would be putting it mildly. "Mr. Speaker" is now the proper title to use in speaking to the big and brainy Representative from Maine. Mr. Keed was nominated for Speaker of the House on the second ballot of the republican caucus, just as your cor respondent predicted, the vote being Keed SG; McKinley ou; Cannon, 19; Burrows, 15; Henderson, 9. On mo tion of Representative McKinley tbe nomination was at once made unani mous. It it no disparagement of the other candidates all excellent gentle men, and good republicans to say that the election of Mr. Keed gives more general satisfaction in tbe party than wonld that ef any ot the ether candidates. There are several reasons why this is se, the principal of which is Mr. Reed's stalwart combativeness in favor of what he believe to be right. This quality was considered to be a political necessary in the man who is to pieside over the present House which contains elements that make it certain to be turbulent and hard to control. With Mr. Reed in the chair the republicans have no fears that over-consideration for the feelings of the democrats will have any influence in deciding the thous ands of knotty questions that are cer tain to come up from time to time. In short, the situation demanded a fighter on who knows how and dees net fear te bit out straight from the shoulder when the occasion calls for it, and Tom Keed fills the bill. That Mr. Keed will make a successful Speaker and that he will add to his already great reputation as a states man, your correspondent does not doubt. The other, officers of the House are equally satisfactory tu republicans. Hon. Edward Mcl'herson, of Penn sylvania, the new clerk, needs ut in troduction to the - republicans of the country; he has been clerk of every republican House since he was himself an honored member ot that body, and his long and faithful service as (Secre tary of the republican Congressional committee made it eminently lit and proper that this or any other position that he might, have desired should have been gladly given him. Hon. "A. -I. Holmes, ex-Representative from Iowa, is the new Sergear.t-at-arms, and a good olio he wil! make. Charles W. Adams, of Maryland, doorkeeper; J. A. Wheat, of Wisconsin, postmas ter, and Kef. C. P. Ramsdcll, of the District of Columbia, chaplain ; com pletes the list of new House otiicia'-. The Prcsideut's first message to Congress was carefully and attentively listened to in the Senate and House to-day. It is a document that Presi dent Harrison has every riht to feel proud of and it was enthusiast ically received by tbe republicans in and out of Congress. Even the democrats, that is, the more conservative among them, agreed that it will compare favorably as a state paper with those of th 5 ablest of his predecessors. No person familiar with tbe record and public utterances of the President ex pected that his message wonld be uthtr than it is a strong, scholarly and statesmanlike presentation uf the policy of the republican party. No stronger argument in tavor tit republi can control of this country has ever been written thau this first annual message of Benjamin Harrison, and all tktt remains necessary to make rer publican victory ia IS92 a certainty, is that Congress shall intelligently carry out its recommendations.
