The matter is now before congress and undoubtedly some decided action will be taken. The Windoru jdan, so called, is one likely to find favor as a compromise measure. It proposes the pur chase of silver bullion to the full limit of $4,000,000 to be paid for in silver certificates, which shall ex press in dollars the market value of the bullion at the time it is de posited. These certificates are to circulate as currency at the value stamped upon them irrespective of any subsequent fluctuations in the price of silver. The silver bullion purchased is to be the product ex clusively of American mines. The .Secretary is to be left free to coin .standard silver dollars out of the bullion deposited in such quanti ties as he shall judge the country reuuires. He is also to be given jir.thoritv to sell bullion from the i stock on Land as a precaution ag:iinst possible ombinations to corner the market. This plan re commends itself t. sound-money men because it will inevitably greatly diminish, if not stop altogether, tlio coinage of light weight dollars, while in the bullion certificates, as proposed, it gives a . urrcnev based on a full equiva-1 lent of actual value to lliosc i.u j think we need a larger volume of . urrency, the scheme commends itself because it gives a monthly addition to the currency nearly twice that under the present law. ft appeals to the silver men because it doubles the amount of bullion purchased monthly, while it strikes our silver-mine owners where they are most sensitive by giving them a monopoly of the metal market created by the law, instead of com pelling them to compete, as now, with the product of theJMexican and other foreign mines. The decision on any silver preposition must turn not on whether it is the best plan conceivable, but whether it is not better then that which it proposes to displace, and jthe best that it is possible to pass. Certainly a dollar based on the market value of bullion is an honester and safer dollar than one based on seventy cents of silver and the rest pure fiat. There are some features cf the plan which require fuller state ment for a proper understanding of them than has been yet made. There is enough of it, however, that is clear to show that the plan appeals strongly to opposing inter ests, and has, on that account, unusual strength as a compromis ing measure.
