Peilumsas suefativea cireuni stutieo as has occurred lately was the eixlinj; of fifty American workmen, to make the tour of Europ-i. Thev havo returned anil are more contented with their lot because of the comparison made on the other side oi tlie ocean. They agree, without dissent, that ths American workmen is better .paid, better housed, better fed, better clothed and geneially better OfFthan his European fellow. They . agree, too, that in machinery and appliances the United States is far Ahead of Kuropo, and that the most of their processes are crude as compared with ours. ' The Chronicle thinks thai it would be a curious experiment for Cireat Britain or France or Ger many to 6end half a hundred of its workmen to America on a similar tour of inspection and observation. They could be assured a cordial welcome and a most hearty recep tion. They would be, to all in tents, the guests of the American people, and every opportunity would be afforded them for the p'tn ly of our industrial systems and comparison with their own. The consequences of this action the part of European workmen j ii further thinks would be that j about forty-nine out of the fifty would not be contented until he had made his way to the United States. The things of which our workmen boast better food and shelter and clothes and wages would appeal so strongly to them &b to make them more than will ing to leave their native land and remain in this country. European workmen are already, in a measure, apprized as to the advantages of this country for them which accounts for the enormous immigration to this country of that clasH of people. $5oo WORTH GOLD WATCHES M Sometimes part of a 6tory gives; an entire different view of facts ; than does th-whole story, truth- full v told. II nerin are tienved cnieily irom trxes upon whisky and tobacco, and it is clearly to be seen that if this latter tax were i emoved, or reduced to the extent of $105,000,000, the re ceipts and the expenditures of the government would be equalized. It should be understood that while the" United states government j m pones taxes upon whisky and tobawo, it does not license the manufacture or sale of them, for it does not have the power under the constitution to do so. But the states have tbie power, and some vi them use it, and the Federal government can raise no objection to any action the states night take looking to the prohibition or regu lation ot these trades within their borders. Internal revenue laws never were and never will be popu lar in the United States, and when any material reauction oi me receipts at the treasury is made, it will be effected by removing or modifying the internal revenue taxes, not by abandoning the pro tective feature of the Tariff laws."
