He has a party of fifteen men. They will make this city their headquarters for several days. The survey will start near the fer ry, and will be run on a direct line through the northeast corner of Kenton county, through l'olk and a portion of Yamhill counties, to Tillamook, probably connecting there with the Astoria & South I . .... . , oasr. itaiiway. Cox, a detective from San Francisco, was in the city to-day w ith a requisi tion from the Governor of Cahfor tia for the arrest of M Shui Wan, a Chinaman who was detained in Portland on a charge of defrauding Tong Wo & Co.. warehousemen of San Francisco, by means of forged warehouse receipts. M Shui Wan, w ho is an English speaking China man, and a smart one, held a re sponsible position. Mr. Cox pro cured a warrant from Governor Pennoyer and took the alternoon train for Portland, expecting to take his man back with him.
