The most arduous duty that devolves upon the incumbent of the presidental chair is the appoint ment of the officials to fill the innumerable positions under the government. That any man can meet the requirements of this duty without mistakes is not expected, hnt that President Harrison has done we1 1 cannot be denied. Until the presidential office is telieved from dispensing the patronage of the governmedt by making every office subject to election by the people, dissatisfaction must of a necessity exist, for every seeker cannot obtain an flice.
