The most arduous duty that devolves upon the incumbent of the presidental chair is the appoint ment of the officials to fill the innumerable positions under the government. That any man can meet the requirements of this duty without mistakes is not expected, hnt that President Harrison has done we1 1 cannot be denied. Until the presidential office is telieved from dispensing the patronage of the governmedt by making every office subject to election by the people, dissatisfaction must of a necessity exist, for every seeker cannot obtain an flice. The language of the Brooklyn Eagle nnnn this ioint is applicable. It nays in speaking of President Har rison and hi? application of the civil service law : "While he be lieves that the spirit of the civil service law is wise and beneficent and has confessed the hope that he may be able to extend the scope of its opeiation, he feels that, until public sentiment has been more effectually divorced from past practices and traditions, it will be impossible for any president no matter how sincere his devotion or bow firm his character, to carry out the reform with ideal complete ness and uniformity. He can not go in any Cirection faster and further than the fctate of public opinion warrants, He can not, by coming into conflict contrary, he is the agent and servant of public opinion. What it allows he may do. What it disallows he may not 4o. If he falls short of satisfying it, it will speedily make him acquainted with the fact. If he overshoots the mark, its rebuke is pretty certain to remind him of it. Between his desire to execute the reform and his sense of obligation to his political friends he may make mistakes, but it is his belief that when the difficulties of his position are fully understood and the accounts of his stewardship are j bodies fcund and interred without identification. The sickening re cord cf that terrible disaster ought to make the foundation of evyy mountain reservoir as firm and in- movable as the everlasting hills. The release of Kullivan and the general failure to establish who Dr. Cronin's assassins were, seems to establish the fact that the Chicago police have not yet been success ful in unraveling the mystery of the Cionin murder cae in that city, which has caused so much excitement and talk all over the country. Forests fires in Minnesota are .. r 1 causing tue destruction 01 mucn valuable timber. Certainly some more stringent measures should be adooted to hinder hese annual denudations of timber lands. Why Is It . That people linger .long always complaining about tht.t tired feelinjj' )ne I. ttle of B EGGS' BLOOD PUKI FIKR and BLOOD MAKEll will en tirely remove this feeline, give them a good appetite aud regulate diges tion. It was made at the banquet given by the Lord Mayor of Lon- j don to the American engineers, and clearly demonstrated the fact that Kobert talks, ai ts and feels for his otf n country and has no snobbish regard for the ancient peerage of England. He evidently believes Hunker Hill :ind the lioston tea party of '70 were right, and that American citienshi;) and institutions are worth striving for. The authorities in charge of the city work at Seattle, have exhibited rare good sense in pro curing the closing of the saloons, and the plan has worked to sitis iactory that petition "nave Veen lirculaled and pre sen lid to the council to have the same lestiic tions retained for three months.
