THE OFFICES.
The most arduous duty that
devolves upon the incumbent of
the presidental chair is the appoint
ment of the officials to fill the
innumerable positions under the
government. That any man can
meet the requirements of this duty
without mistakes is not expected,
hnt that President Harrison has
done we1 1 cannot be denied. Until
the presidential office is telieved
from dispensing the patronage of
the governmedt by making every
office subject to election by the
people, dissatisfaction must of a
necessity exist, for every seeker
cannot obtain an flice. The

nays in speaking of President Har
rison and hi? application of the
civil service law : "While he be
lieves that the spirit of the civil
service law is wise and beneficent
and has confessed the hope that he
may be able to extend the scope of
its opeiation, he feels that, until
public sentiment has been more
effectually divorced from past
practices and traditions, it will be
impossible for any president no
matter how sincere his devotion or
bow firm his character, to carry
out the reform with ideal complete
ness and uniformity. He can not
go in any Cirection faster and
further than the fctate of public
opinion warrants, He can not, by
coming into conflict contrary, he is
the agent and servant of public
opinion. What it allows he may
do. What it disallows he may not
4o. If he falls short of satisfying
it, it will speedily make him
acquainted with the fact. If he
overshoots the mark, its rebuke is
pretty certain to remind him of it.
Between his desire to execute the
reform and his sense of obligation
to his political friends he may
make mistakes, but it is his belief
that when the difficulties of his
position are fully understood and
the accounts of his stewardship are j
