The Ameri can commissioners to the Samoan conference have received instruc tions from (Secretary Blaine in rela tion to the protocol drawn up by the conference. Blaine disagrees with several provisions of the pro tocol. He is also of the opinion that England and Germany have not gone far enough in respecting ihe rights of the United fitates. The conference had a sitting to day to receive Blaine's reply. The Knglish and German commission ers will afterwards consider Blaine's objections and decide upon what policy they shall pursue, and upon what attitude they asune it-pends the further continuance oi the conference.
