A member of the American party was silenced recently by being told that Americans bad not even en terprise enough to discover their own country, but it bad to be done by an Italian under Spanish patronage. Thursday, May 30, is Decoration Day, and it will be appropriately obseryed in this city. The beauti ful cermonies of that day are but a fitting tribute to the memory of those who died in the service of their country. A Tennessee Judge has been impeached for serving as second in a duel. This serves to show the great change in public sentiment on the subject of dueling. Time was a Judge would have been worse than impeached for declining a challenge or refusing to carry another gentleman's challenge. Seven colored students of the Atlanta University, expelled for violation of rules, have brought suit against the trustees for $70,000 damages. The institution is for colored students exclusively, and the professor who is blamed for the affair is a colored man from New England. ' Last Friday was a day of keen competition in the New York stock exchange between the Northern Pacific, tkrough Villard, and the Union Pacific, through Elijah Smith, to gain control of the Ore gon Transcontimental company a kind of credit raobelier and through this the O. K. & N, com pany. The question is, whether or not the best interests of the public will be observed by the success of either party in this fight. The celebration of the coming Fourth of July in Albany will be attended by the biggest throng ever in the city. There should te no half wav preparations by the various committees. It has been the custom of all examiners ! to hasten what are called original cases, at the expense of applicants for an increase of pension. The result is, that while the original cases are well up, the claims for an increase are far behind. Commis sioner Tanner proposes to have one division in his oflice devoted entirely to increase claims, noj matter what may have been the j original residence of the soldier applicant. It is believed that this course will have a decided effect in hastening to tinal action cases which have been delayed in some instances for as long as three or four years. The Evening Telegram says that an ugly rumor is in circulation in connection with the sinking of the steamer Alaskan, to the effect that her bottom was honeycombed. A man who worked on the steamer when she was on the dry dock in San Francisco in 1884 declares that her steel bottom was honeycombed with holes, some as large as a man's ear, and from one-eighth to three-quarters of an inch in depth. He says tlie expense of properly tilling these holes with cement was too great, so they were rilled with paint, which would soon wash out by the action of the sand in cross- ; ing the bar. Thus it is intimated ; that the ovners knew of the Alaskan's unsafe condition, and thev will be called upon for an ex planation. It is gratifying to state ; that one boat load of her crew, who were supposed to have been drowned, have safely landed aLthe mouth of the Siuslaw near Capo TWrvotn. In this Doat were twelve men. leaving but twenty three missing."" "It is now hoped all will be rescued. OIL UPON THE WATERS. For the past few years the atten tion of mariners has been called to the fact that oil will still the waves of trie ocean, and the number of experiments made by captains of steamers and other craft has been two hundred and twenty-five. These have been reported in the 'Pilot Charts" of the Navy Depart ment. When the wind blows, the crest of the wave becomes more and more perpendicular until it is thrown forward in great force, and when it comes in contact with a ship, it beats upon her with terrific violence, filling her deck and sweeping away everything upon it. By using oil there is spread over the face, of the troubled waters a thin coaling, like a blanket, which arrests combing, and a vessel rides over long swells in safety. The sinking of the Alaskan and the loss of most of her crew, naturally awakens in all minds a desire for the prevention of such disasters in t.e future. If by usirg one gallon of oil per hour the amount ' re ported will prevent the sinking of steamers two times out of ten, it is of enough importance for the gov ernment to compel its use by every owner of passenger boats, at least.
