NECESS1- The subject of creating fictitions prices in the necessaries of life, whether those prices be above or Wlow the standard of real value, for speculative purooses, is one that cannot be handled too often or too radically. It is the greatest drawback to general prosperity among the producing classes that threatens our country at present, and it presents more phases of ap plication and work than any other vcheme that has been managed for the benefit of private pockets. The Philadelphia Inquirer says Uries and execute his will and policy. They have no powers, as such, save in special cases where congress has given special powers for special objects, as to the secre tary of the treasury. Our govern ment is unique. Its powers are strictly defined. The president is a tremendous fact aad factor, the only man primarily responsible for the execution of the Federal laws. His power is such as no English monarch has had fir many centur ies and far exceeds that of any English Prime Minister. From southeastern Dakota comes a sad tale of death and desolation from prairie fires. The country though a wide area was devastat ed and several people were burned t j death. Leola was a town of 300 inhabitants, and the country for miles around was well settled with industrious and thrifty people. They say that the surrounding country is nearly devastated. Hundreds of farm houses are in ashes, and the carcasses of burned slock are lying alone the roadways. It is probably that one-tenth of the damage is not vet reported. The The Afav Bakery ! In both cases the gamblers are strug gling desperately to keep control cf ti.e markets, far enough at !east to limit their losses, and their efforts in this direction have caused much uneasiness and agitation. The indications now are that they will be successful enough to protract settlements through several coming months, thereby averting the Uugersof panics and bankruptcies. To this end the bankers and fanar measures for relief. Scores of farmers are without seed wheat, stock, buildings or implements to commence spring work. NEW TO-DAY. Fine ItesUlenre fr Sale. WALTER E. This is a consummation devoutly to be wished, but, mean time, business surfers from the turmoil, agitation, and dagger at tending the protracted settlements of transactions reaching from the farms and mines of our Western States to the markets of every city in Europe. The immediate trouble, so far as we are concerned, is that the mechanism of international exchange is thrown out of gear, and, instead of trading wheat and t opper for European manufacturer, we are called upon to export gold coin which we ought be using at home. jVO?' W M The tendency to think that the foreign terms and customs are a little superior, and that we gain prestige by at least using the talk or titles if we do not in fact imbibe tne spirit and essence of those foreign institutions, is too preva lent in portions of this country. In referring to it the Mail and Express ays "the silly gabble about a Premier' ought to cease and the word ought to be dropped from the .American vocabulary. The word is French.
