The subject of creating fictitions
prices in the necessaries of life,
whether those prices be above or
Wlow the standard of real value,
for speculative purooses, is one
that cannot be handled too often
or too radically. It is the greatest
drawback to general prosperity
among the producing classes that
threatens our country at present,
and it presents more phases of ap
plication and work than any other
vcheme that has been managed for
the benefit of private pockets.
The Philadelphia Inquirer says

such, save in special cases where
congress has given special powers
for special objects, as to the secre
tary of the treasury. Our govern
ment is unique. Its powers are
strictly defined. The president is

country is nearly devastated.
Hundreds of farm houses are in
ashes, and the carcasses of burned
slock are lying alone the roadways.
It is probably that one-tenth of the
