The question of the right to the water of a river that runs between contiguous countries, is about to rise out of the action of Escobar, the Mexican consul at El Paso, Texas. He claims that the irriga tion schemes now under contem plation by congress, whereby it is proposed to direct the waters of the Rio Grande river into irrigation of the desert lands of New Mexico, will destroy certain portions if Mexico that now depend upon the Rio Grande for water to produce their crops, and that the measure in comtemplation will consume the entire waters of the river. The Chronicle thinks that this may add a new element to the much-dit puted and debated question of riparian rights. No case can be cited, we think, where interna tional questions were associated with the rights of riparian proprie tors living on each side of the border line. In the case of the Kio Grande there would be no legal tribunal common to the United States and Mexico, and, should the Mexican protest be en tertained, it might be necessary to construct a joint commission, or to submit the question to the arbitra tion of some foreign sovereign. We can hardly believe, though, that Mexico will adopt Senor Escobar's views in their full extent or claim that there is any obliga tion resting upon the United States to permit the Rio Grande to run its entire length with undiminished now. There is certainly uo rule of international comity which re quires a nation bordering on the upper part of a rver to be careful of the rights and privileges of another nation nearer the river's outlet, nor to abstain from taking and using the waters of that river lest some detriment should come to the nation lower down. So far as the United States is concerned, ttie Kio Grande may be deemed to end at the frontier, without any regard a to what becomes of it when it reaches alien territory. The map shows that the Rio Grande, after it leaves NewMexico does not run through Mexican ter ritory, but between the republic of Mexico on the west and the State oi Texas on the east, so that Senor Escobar's contention is only hull true, even upon the bais of inter national riparian rights, if any such lights exist. The Mexican are entitled to but one halt the water of the Rio Grande, and the Texans to the other hall. These litter were the main evidence depended upon by the Times to sustain its accusations against Mr. Parnell, and by their failure the Times case is gone, and the cause which Mr. Parnell leads is immensely helped. The Chronicle says the enter prising American embezzler in Canada is showing the dominion people how to carry on large enter prises. John C. Eno, who fled from New York to escape arrest for embezzling a large amount of bank furtds, is forming a company to carry on mining, with a capital of $1,000,000. Several of the New York boodle Aldermen have aleo gone into business in Montreal, but they will take good care not to come within range of the law, as the Canadians have no sympathy th gentlemanly thieves.
