M, ..11 A. II 12:3t P. II THE SA MO A N DISPUTE. The newpaperu which have bt-en shouting so loudly for plaugh;T and gore over the Samoati difficulty between the United States end Germany are doomed to disap pointment, for in Germany sib well as in this country there is no ilesire for war.nor does there seeiu now any probability of anything but a jeaceful solution of tho ditli culty. The Berlin Post reprint?, with its approval an article from the Weser Zeitung, which assens that neither under the present nor under other circumstances would Germany have risked a rupture with America for such a bagatelle as Samoa. To this should be added the ueclaration of Prince Bismark him self, made a day or two aeo at a dinner party, that he regarded it us an impossibility that, the Sainoan question should have the effect of interrupting the friendly relations between Germany and America which had existed for a century. The geographical situa tion of Samoa and the imjerfecticn of telegraphic communication, said t ie Chancellor, made it impossible ior him to be responsible for all the acts of German agents in the Pacific, but the parties in dispute were animated by the best spirit, and no doubt Germany's comme. lial interest? would not materially suffer. These indications of German policy are unmistakable. They simply mean, not that Germany would nit like Samoa as much as ever, but that the game i not worth the candle. We need not feel oblige! to credit B'sinaick with anv especial generosity or magnanimity, but we may i.-st the quesMon on the basis of !;s shrewd ness and business ab'lily, anU on his faculty of knowing when he has put his hand out as far as he can draw it b i k again with ease. These declarations on the part of Germany i-erve to emphasize ti e weak, vacillating methods of 3Ir. Bayard. The govern ment authorities have been noti fied, and their action is awaited with intense anxiety. It is erhaps not generally known, but it is nevertheless a fact that the Albany charter hi' J did not receive the governor's sig nature, lie doubted the constitu tionality of some portion of it and refused to sign it, allowing it to be come a law without his autograph. Pope's bill regulating the prac tice of medicine in Oregon, by re quiring all practitioners to possess .. a uijtuma oi graduation, or a cer tificate from the board of medical examiners, has become a law without the governor's signature.
