RESPONSE The plea has often been made that the committer of some criminal act was not responsible as lie was drunk at the time. Hither to such pleas have not been admit ted as an excuse for crimes com mitted. Prof. Mann says that "A large number of medico-legal questions arise in connection with dipsomania. All true dipsomaniacs are irresponsible for acts commit ted immediately before, during, and after their attacks. This is on account of their intellectual condi tion before the crisis, on account of the impulsive character of their actions, and on account of the toxic delirium with which it is often followed. In the eyes even of those who regard drunkenness as an aggravation of crime, the dipsomaniac should be regarded as irresponsible because he is not master of his desire to drink. As for the wrong or even criminal acts which they commit in their lucid intervals, we should never forget that they are possessed of an un deniably morbid disposition, that they have a defective intellectual organization, and are in reality beings who have degenerated. In troduction in excess continually from time to time of alcoholic drinks leads to an accumulation in the system of the specific poison . The tissues of the body and tl.e nervous system, which includes the brain, become at length eo impregnated, so charged with tl.e poison, as to produce in the ui happy victim of this condition a craving for the accustomed stimu lant, which becomes absolutely irresistible. Such people as these are "dipsomaniacs," and for these victims there can be no doubt there is but one remedy absolute restraint from all access to alcoholic liquors for a sutlicient length of time to cure the disease of inebriety, which is curable like other diseases. Law and medicine piiould unite in accepting the fol lowing as a definition of dipsoma nia: Dipsomania consists of an irresistible craving for alcoholic stimulants, occurring very fre- ouentlv. ueriodicallv.Daroxvsmallv a A - ' with a constant liabi.ity to periodi cal exacerbations, when the crav-; , ing becomes altogether irresistible. J The dipsomaniac is driven into a j debauch by an irresistible impulse,; j.he drunkard merely chooses to . seek the intoxicating effect of ulcohol. There are many dipso "laauiacs who, in the intervals between their paroxysms, will not taire stimulants even when placed before them : but a drunkard, c n the other hand, will take a stin u lant whenever he can get i:. Dipsomania, also, rarely occurs except in persons of a certain hereditary conformation. When the disease of dipsomania first appears and it may be caused by blows on the head, sunstroke, fever, hemorrhage, mental shock, or by the commotion in the system which attends the establishment of puberty or the arrival of tl.e climacteric period the paroxysms of drinking occur generally but once or twice in a year, and grow in frequency until they become separated by an interval of a few days only. Science, demonstrates conclusively that society and the law should cease to regard the inebriate as a moral delinquent and look upon him as a si-k man, demanding proper medical treat ment to remove the diseased con ditions of his organism." The arguments of this, writer, which are followed up with further state ments showing the frequency of heredity in this terrible condition of human beings, are undoubtedly correct, but it is still a question whether it would be better to, as at present is the rule, send the drunken perpetrator of crime to the prison house, or to relegate him to the mad house. One oi the other of the places should lu ll is safe environment. Tiik bill fur the amendment oi the charter of the city of Albany introduced by Senator Irvi.ie h;-s j ass?d its second reading. Senator Hatch, of Polk connty, has introduced a bill to prevent betting upon elections. The bill may become a law, but you bet the betting will not cease. Governor Pennoyer obtained the distinction of having the Demo cratic vote of the legislature cast for him for United State Senator. Though of course barren of results ii was an honor that was duly ap preciated by his excellency. A very meritorious bill has been introduced in the senate by Mr. wager ot Umatilla county, to exempt homesteads to the valua tion of two thousand dollars from attachment and execution for debt. Senator Looney, of Marion county, has introduced a bill creat ing a board of county school com missioners, consisting of the county superintendent of schools, county judge, the two county commission ers, and one other person to be selected by the county court, whose duty it shall be to select the school books to be used in the county, which selection shall hold good for six yea's, and the present law upon that subject to be abolished.
