The Annual message of Governor Pennojer. delivered to the legisla- tuten Wednesday, is not as short document as the public was led to believe. It is written in the governors usual vigorous style. While he has removed from otlice the railroad commissioners in a most summanry manner and some what too radical upon some sub jects to meet public a( proval, his message is a public doccument containing information and sugges tions touching the condition of the Ftate of much value and deserving careful consideration. In addition to the synopsis of the message published elsewhere, it concludes with the following recommendations: Thk petition to the .Governor which is being circulated, to ap point only farmers upon the board of regents r.t the Agricultural col lege, strikes at he very foundation of that matter,and puts it in shape, if the prayer of the petitioners be granted, to have the Agricultural college in reality as well as name what it puiiorts to be. It was evidently a sporting genius who conceived the idea of padding the spurs of game cocks so that they may meet in the pit without bringing themselves and their owners under the ban of the law. Ti e scheme certainly seems feasible and it will commend itself to the disciples of Bergh. Thk perfect sangfroid with which Governor Fennoyer demolishes the railroad commissions is refreshing to see.
