For a Oompany with a Capital Stock of Ten Million Dollars-Toe Couatry's Bngar Indnstriss-Vewy Votes. Special Comspondence. Washington, Jan. 8. Mr. Blaine after having been several times re iiorted on his way to Washington.ar- rived here last week and is now the guest of Representative . William Walter Phelps. His visit here at this : time is said to be without any political motive, ana only the carry' jns oat arraniements , made lona be. . a m. - ' . i - -J iswsae e.wuoa to spaoa hm winter m tnia eity. ;as nswsHtte,; KiUne'sl quarters ' are overrun witb ealieis. There are few prominent republicans now in Washington who have not called to see him since his arrival. Senators Hiscook and Plumb who are fresh from a visit to General Har risr.n, h d several conferences with Mr. Blaine, and there are any num ber of rumors in regard to Mr. Blaine making a visit to the President elect. One thing is noticeable of lata, and particularly so sinie Mr. Blaine came here. That is the very change of opinion on part of the republic ana who are opposed to Mr. Blaine enter ing tbe cabinet. They all believe ow that he will be asked to take the portfolio of the Secretary of State, and that General Harrison could not do. otherwise without putting an un mistakable alight upon seven-tenths f the republican party. You ask what has brought about this great change? Several things, but first and foremast is the fact . that Senator Sherman, who is perfectly satisfied with his present position refused to join in making a fight against Mr. Blaine, aad the smill number of anti Blaine republicans are therefore los ing no time in joining the big proces sion. Still all this does not prove that Mr. Blaine will be the next Secre tary of the State. He may decline the place if it. be offered him. Many think he woi 1 1 not accept it. . The lenaie bill incorporating tbe Nicaragua Canal Co., has been passed by the house with several amend ments, and is now in the hands of a conference commitUe. The bill a$ passed by the house lucorpo rates a private company for the construction and operation of a ship uaual from the Atlantic to the Pacific ocean. - through Nicaragua or Co ta Rica. The company is authorized to issue bonds ftecured bv mortgage on its property and rights; must have lis principal office in New York city,an a majority of its directors, fifteen in number, must reside iu the United States, and its president must be a citizen and resident oi the Unites States. Its capital stock is to be 1.1)00,000 shares of $10 each with right to increase it to 2.000,000. The sugar interests of Louisiana, C ilifornia and Kansas have represen tatives here endeavoring to get the senate financial committee to do something for them. They claim that the 50 per cent reduction iu the duty on imported sugar made by the Isenate tariff bill, will, if carried into effect ruin them. They have many strong friends, and it has been de cided by the committee to report an amendment to the senate bill giving u bounty for every pound of sugar pro duced in this country. It is not vet definitely settled how much that bounty will be, but it will be decided this week. Senator Manderson is very proud of the letter which he has received signed by 101 out of 103 republican members of the Nebraska legislature. It assures him that "while you are 1 thus detained at your post of duty ' we will also be at ours, and will see to it that yon a re triumphantly eh c ted by the Nebraska legislature as your own successor." Senator Edmunds resolutions reaf firming the Monroe doctrine were to day adopted by the senate. MEXICAN'S HVBDEBED. Three 6feee Herders Killed ta Arl aaaa aad )thers Missed. St John's, A.
