DEALING IN LABORERS. , Tlie shipping of laborers into the .country by the contract system is Moutrageouswrong. .TheSpfVw field, Mass. Republican says that the traffic in laborers who are ignorant of our language, and often 1 unable to nndsrstand the arrange ment by which they are whi.-ked off into service which binds them with bonds they do not understand invites imposition and abuses. Just so far as this is permitted, it is a very un-American thing, and plainly needs silting and regula tion. Theie are two sides of this business, as to every other. The farmers of New England find it very difficult to secure the help they need when the demand for it is most imperative, and foreign labor is not welcome ; but the facts go to show that the men engaged through Parsons are not the most efficient, while it is not easy to make them live up to the agree ments he may have made for them. This fact is recognized in h'n contracts. As the case now t-tmds it is easy to see why North ampton has insisted upon holding the contractor responsible for the aliens he has introduced, who m ght otherwise be saddled on that place for support. The whole mitter needs investigation and regulation to the end that some responsibility and authority Bhall b established for the introduction and control of this class of help. Federal, state, and local regula tions all apparently fai' to provide that early and close scrutiny which seems necessary. OREGON SCHOOL MATTERS. Tne unfortunate action of the school superintendents of the state, in changing the school books, thereby entailing an uncalled for and burdensome tax upon the people, is very liable just at this time to ralsb a united, spontaneous and perhaps hasty action among the people througout the state, which will probably result in flood ing the legislature with ietitioiis praying for the repeal of the law establishing a tate uniformity of text books. The petitions may go even deeper into the subject and ask for the abolishment of the office of county superintendent of schools, for very many people entertain ideas npon the subject as radical and unprogressive as that the office of school superintendent it totally unnecessary. It is to be hoped however, that the result in the legislature will not be to the extent indicated. - If the present method ot obtaining a uniformity of text books could be modified in some manner, so as to make the change depend upon the toice of the people as nearly as it . p i j ; i practicable to obtain it by Y. : u . , . ! direct vote or otherwise it wuuid , J i be an improvement upon the j present method and lead to more j satisfactory if not better results. J Under the present methods, the- law is obnoxious and the people will not long endure it. At the December meeting of the htate Horticultural Association the secretary was instructed to prepare a circular setting forth the need of i prompt legislation to check the in- j crease of fruit pests and prevent ; the ravages of these pests, and on ! 0 . ; it approval bv the president, issue tae8ameto tnemiers elect ot me legislature and to all societies of . iruit-growers and to prominent hor ticulturists and secure the publica-1 tion of the same in the newspapers of our state. A CO:nmittee was 1 .,, , k:ii also appointed to prepare a bill to be introduced at the coming session of the Oregon legislature. Such a bill has been prepared and if it is oioed w tlie 11. eans of prt v ntmg inst-ct ravages in our state. This bill is of great importance to fruit-growers and to the public at large. It is now a number of years since the first introduction of the codling moth in Oregon, and it lias gradually increased in nun - ters and spread over territory until t is found.in devastating numbers, , in all the fruit districts of Oregon an i Washington ,1 Tiie ravages u j :us insect daring the past year mve been experienced in all the orchards of Western Oregon,and in many instances fruit could only be used for feeding stock. Probably half the apples and many pears were injured. Losses must have aggregated hundreds of thousands of bushels of fruit, and if no pre ventative measures .-are taken the destruction will go on increasing beyond calculation. The bill which creates a state board of hor ticulture, should pass. Monday the Solons assemble in the stave house at Salem to com mence cheir forty days doctoring of the laws. Miss Kate Field in her new role as the "Apostle of the Grape," has been appointed the deputy of the Viticultural Commission of Cali fornia, to secure the exclusion of foreign wines on the occasion of the inauguration of Gen. Harrison. Miss Field is to make speeches on the subject in five great eastern cities and her expenses are to be borne by the commission. Madison," Wis. has a saloon elegantly fitted up, which makes a specialty of catering for the patron- axe of the students of the State University. An account of it reads in this way: "This saloon is now making a specialty of Saturday night tree oyster supper. They are a decided success. Saturday night, the 1st, the supper lasted until 3 o'clock on Sunday morning and the carousing kept the neigh borhood awake. Last Saturday night it was as full as it would hold both the pool-room and bar-room. This choice bit is from the pen of the well known philanthropist Elizabeth Tbomp-i: "A little light too much an! you are blind ; a little too much sound and you are deaf.
