A subscription paper was circulated yesterday and the merchants of the city donated flour, provisions, etc. to alleviate their present wants. Captain Willaid Young, I'nited States engineer, has returned says the Oregonian from a visit to tjie government works being con structed at Yaquina bay under his charge. He reports work progress ing very favorably on the south jetty, there being some thirty men employed in tne quarry and "about fifty more in shipping the rock and putting it in place in the jetty. At Newport work is proceeding on the wharf to be used in connection with the north jottv, and u soon as the piling for tins is (lout? the I work of driving piling for the rail- way will be hegun. 1 wo scows are being built to carry rock for the north jetty, which will prob ably be taken from the quarry which supplies the south jetty, but tliis is not yet decided. A Porter locomotive and a Ledgenvood hoisting engine have been ordered for this work, and the same for the improvement at the Coquille. Tliev will not arrive for some time yet. MATCH HI.T. Rogers, of Arcade, New York, who has accepted the pastorate of the Congregational charch in this city, arrived yester day and will occupy his pulpit at II'a. m. and at 7 :30 to-day. He was the classmate and college chum of Prof. W. II. lee at Williams college, and he is now the guest of the latter. G., of Albany, is one of the few militia companies ot Uregou which has maintained the same commissioned officers as when first Organized. The magnitude and efficiency of the National Guard will be realized when it is stated that the number all told in tiie United States is 108,001) men. These added to the regular army of 2b000 would make 1C4,000 well drilled, uniformed and well armed soldiers which could within ten days be assembled at Washingt n if occasion demanded it. There are iu Oregon 1400 militiamen, and one company of regular soldiers at Fort Klamath. It will thus be seen that this coun try is by no means destitute of an army. From the Albauy Fire Depart- ment has originated a movement j to present a bill at tne next ses sion of the legislature, providing for a better law on the subject of fire departments of Oregon. The following letter, wh:eh has been sent to all of the volunteer depart ments oi the state, is self-explanatory: Albany, Jan. 1, 1889. To the Officers and Members of i the F'ire Department Gentlemen : At the last regular meeting ot the Albany Board of Fire Delegates the subject was discussed as to the ad visability of preparing a bill to pro vide for" a more explicit law reg ulating Fire Departments in the Ijstate of Oregon. The subject met with universal favor among the different compaziies of our depart- ! ment and among the numbers of the board. A committee was ac cordingly apjiointed, consisting of Capt. O. II. Irvine, Hon. W. K. Bilyeu and Judge D. K. N. Black burn, to drafc a bill providing for the transfer of mem xrs from one department to another within the state, and also to change the time of consecutive service necessary for exemption from seven year8 to'five years. Now if the proposition meets your approval, we want you to urge your senators and representa tives to support and secure the passage of the bill, or orie embody ing the substance of the same. We believe the enactment of a law of this kind would tend to in crease the interest in fire depart meats throughout the, state, and make the regulation of fire depart ments more uniform and harmo nious.
