United States s iradualiy but surely rising to a position worthy of the nation's greatness and calculated to place this country on a creditable naval footing, while it is yet quite small in, comparison with some of the Eilropean fleets. During the past few years live splendid steel-clad Avlr cruisers have been added to the Navy namely, the Yorktown, Vesuvius, Charleston, Baltimore, and Petrel. In construction and armament these ships are models of the highest scientific develop ment that has been achieved in modern tiraea. Besides these cruisers, there are thirteen other ironclads more or less "service able." While not many of the latter are Seaworthy, they will serve effectively for harbor defen: e in case of need. The total nuoibi r of vessels of all classes rated as f serviceable" is eighty-four a small fleet compaied with the navies of some of the great com- 1 . ..." i?.. i.. . mt-iciiii puneis oi jjunjpe. xm&sia lias nominally a nay v of .7o ves-' I sels, while that of Great Britain and Ireland numbers '2AH; but England is far more formidable than Russia in the number of her sea-going ironclads. England has not less than forty sea-going iron clads, and Russia has not more thanjlifteen. On the other hand, France has a navy not much inferior in strength to that of Great Britain. The German navy is little superior to the navy of the United States in the number and armament of its. sea-going ships, and Austro-IIungary has only two or three war vessels that are of any account. There is one serious matter that somewhat mars the American's pleasure when he con siders the gratifying progress that lias recently been begun in the American navy. With liberal ap propriations and the best skill in naval construction, it would iot be difficult for the United States to create fleets able to cope with any of the great powers of Europe. But with ships ready for sea, the next question is : How shall they be manned? As Admiral Porter has shown in his late report, to which we have recently referred, a i yery large proportion of t he ei -listed seamen in the navy are foreigners. In the event of a war it need hard'y be said thai these foreigners would have a rather languid interest in the flag under which they would be serving. The next step, then, in rehabilitating! the American navy should be to remedy this evil. The reason why there aie .so many loreigners ia the American navy may be found in the slight encourgement giyen to the enlistment of Ameri- can citizens who have a National and patriotic interest in the coun try's flas. The pay of $210 a year for ordinary seamen is not sulii cient to attract American youth of spirit to the naval service unless it be accompanied by other induce ments. Admiral Porter, therefore, recommends a system of naval apprenticeship for a term of ten years, with promotion of enlisted apprentices and seamen. This plan is worthy of attention, as it proposes to supply the navy with young men of this country, who will be given an opportunity to rise in the service, this incentn at all tim-s tending to promote its effectiveness and strength. As an open expression of senti ment from the south concerning Harrison's election, an editorial in the News and Courier, a demo cratic news paper of Charleston, houth Carolina, is the most marked. After expressing the belief that Harrison will be pre.-'- dent in the fullest sense of the word A'ilh no p jwer behind the throne.it speaks highly of Gen.
