Fl'LTON. TAXES AY ESQ LAS D. England is the most conspicuous free-trade country in the world, and duties are not levied there on more than fifty articles of import. Among the things subject to duty are coffee and tea, both of which are admitted free in the United .States. The revenue of England is mainly derived from direct tax. ation upon articles a man owns or uses, or upon what lie does for the purpose of earning a livelihood. If an Englishman keeps a gun he pays .f-'.oO a year for the privilege. If he wishes to shoot during a period of fourteen days he pays a tax of $5. If he wishes to hunt between July olst and October 3lst he pays a tax of $10. If he wishes to be free and hunt w hen he chooses, subject to law, he pays a tax of $15 a jear. It he has goods sent to him he must pay a tax up on the order which he draws for their deliver' from the wharf, and they will not be delivered without this order. Jfhe sells candy at wholesale or retail he must pay a tax for tne piivilege; and if lie peddles goods he must pay a tax. If he has a theatre he must pay a tax before he opens it. If he keej s a restaurant he must pay a yearly tax upon it. If by reason of his industry or ability he is able to earn $750 a year or more he is taxed upon this income. If a son of a workingman, who has been given a good education by the in dustry and economy of his father wants to practice law he must pay a tax of $150. He must pay a ti x of $125 before lie can practice as a physician. He is tuxed if ht makes a' written agreement to do or to buy anything, or if he wants to rent a house worth $100 a year or more he must pay a tax. Even before he can study law under a licensed attorney he must pay a tax of $400 in addition to the tax oc $150 which he a'.terwards pays f jr admission to the bar. He is taxed $50 if iie seils anything at auction. He is taxed on every note that lie executes payable in bank. He is taxed if he keeps a carriage for pleasure, or a wagon or a horse for business use; and he pays a seperate tax for each ser vant he employs. In short, the people of England are taxed to death. Yet President Cleveland v. ould bring about a similar state of affairs in this country. Information of poor mail service from all parts of the country. The complaint about the postal service is general and it is just. The de partment is wretchedly misman aged and makes a sorry showing when compared with the I'ost-ol-tice Department under the Repub lican administration. Important letters, notices, envelops enclosing money and other ducuments are daily failing to reach their destin ation. Cases of theft and embez zlement in the postotlices of the country are rapidly multiplying. The service seems to be generally demoralized. Perhaps l'ost-mas-ter-General Dickinson is so busy looking alter the politics of Michi can that he cannot attend to the business of the public. But the people are growing weary of tirs unsatisfactory, feeble and unre liable postal service, and they will enter vigorous protest in Novem ber. With the reopening of the St. Charles hotel, winch has been un occupied for many years, Albany will have four good hotels, which will be ample hotel a'-coin' ioda : tions until such a time as a b: hri.-U n U c.'n o built.
