In discussing the reason for U e decline of the profit in cattle rais ing in this country, the St. Louis Republican, one of the leading democratic papers in the country, says: ' lhe last three years ha-se been marked bv low prices for cattle, and the ranch-owners of tl e far West and the stock-feeders of Missouri, Illinois, Kansas and Texas are now complaining that there is n) longer any j rofit in the business. Indeed, except in cases where it is favored by special con ditions, it is attended by positive loss. ' It seems to be the impres sion that the combination of deal ers and packers in Chicago has brought this state of things about, and that all the profits of the cattle business are now monopolized by this combination, which makes both the buying price for cattle and the Selling price for beef. This may be part of the explanation of low prices, but it is not the whole of it. There is another agency at work, and it is 6,000 miles ofl. The development of a large cattle trade between the Argentine Re public of South America and the markets of Europe in the last few years is one of the features of that republic's amazing progress, and it bodes no good to our . stock-breeding interest. When American cattle are shipped abroad they are shipped to bts sold in open market for what they will bring, and ther? they ehounter Argentine cattle, which are raised at a smaller cost. In plain words, we can not com pete with that republic in breeding sheep and cattle, and under the present sympathetic relations-between distant countries, the low prices that prevail there are having an effect here. The British have lines of swift steamers plying between their ports and Buenos Ayres, and as they have the piiv llege, which we have not, of buy ing what they want in thecheapesl market, fhey have begun to import Argentine beet ana mutton in place of American." Probably the reason for the falling off in price is truly sf. ;.tad in the above extract, but witness the perverse partizan blindness which instigates the wail in the last sentence in reference to buyii g in the cheapest market,, when it is most emphatic ally stated that our flocks and herds cannot compete with those of the Argentine Republic the very thing that the above quoted paper is arguing in favor ot lorcing our people to do. The facts are that even with our present tariff arti cles not produced in ilus country are not subject to the tariff, but can be sought for unrestricted in any market of the world. No one denies but what our revenue and excise laws should be amended, but every honest citizen of the country strenuously opposes any amendment that is undertaken solely to build up sectional advan tage, for the purpose of enhancing partisan power. Is nianv matters our methods; might perhaps be benefitted by studying the example set by France. The French government, a-5 it had the legal right to do in order to allay the excitement and stop the run on the bank, required the latter to cash all notes pre sented, whether counterfeit or not. Tiie justice of this requirement is founded on the principle that the bank, exercising the privilege c issuing notes, should either print them in a manner rendering it im possible to counterfeit them, orl bear the loss that successful coun terfeits inflict on an unsuspecting public. In this matter the bank andthe public are equally inno cent of the crime, but it is a maxim of law that where the loss must fall upon one of two innocent par ties, it should fall on the one by whom the loss was rendered possi ble. The bank by exercising the privilege of issuing notes which privilege is for its advantage made it possible to impose on the public by counterfeiting the notes, and should therefore bear the loss. This principle is too much lost sight of in this country.
