We, your committee on l'latfor and Resolutions beg leave to repor as follows: The Eepublicans in the State of Oregon, in convention assembled, re affirming their allegiance to, and con fidence in, the great Republican uarty, of the nation, of whose arand achievements and long and success fhl administration of the government f the United Strtes they have so much cause to oe urouu, ana ine land to approve the river and harbor bill, and we denounce the action or the Sec etary of War in what seems to be a studied attempt to delay the j improyement of the Columbia river: and fully recognizing the importance of our reat w aterways as regulators of freight charges, not only on thu waterways themselves but on the ; railroads as well, we insist that ouu j great rivers should be free and open j to the sea, and iwe demand of the general government need of appro- same tdorv of which thev are entitled to priations therefor. Third That whilfa disclaimin right to interfere with the adminis tration of the internal affairs of for eigh nations, we sincerely approve the efforts of Irish and English statesmen to secure by peaceful methods the American principal of 'Home Rnle" for Ireland. rourtn Tnat we are m lavor o: such legislation as should prohibit and pucish the manufacture of adul terated foods. Fifth That we are in favcr of the enactment of a law by Congress, wheieby the homestead and pre-emption rghts of settlers shall not be forfeited by cancellation of filings by the land department when settlement or filings are made in good faith. Sixth That we f ivor the enc?ur ' agement and development of our State by the construction of railroads j and other systems of transportation j and that we hold all corporations to be strictly responsible to their liabil ities under the law, and recognize the right of the Legislature to enact all reasonable limitations on corporate power. Seventh That we regard the further immigration into the United States of Chinese laborers as directly opposed to the interests of American labor; and we therefore heartily ap prove the action of the Republican I Senate in providing by proper legis-i lation for so amending our treaties j with China as to prevent their fur-1 ther immigration here. j Eighth We recognize that the1 nation owes a debt- to the surviving : veterans of the rebellion which cau ; not be adequately repaid, and hold-to j to be the duty of the general govern-1 ment to provide for the necessities of j ' them and theirs by prompt payment ' of liberal pensions. . Ninh That the action of Presi j dent Cleveland in ordering the return I of the rebel Hags was an unwarranted ! assumption of the right to use tor ' political purposes the trophies of a j V;lor he did not possess and the: i fruits of a victory he did not help to secure. j Tenth While we approve every j henest etFort to preserve our public j lands by the punishment of willful j trespasses upn them, and are in j fayor of such measures as will en- j courage our citizens to settle upon j ;tuu improve tneii:, we condemn tnc their principles i lature to take proper ana adequate i steps to insist at once in opening the great river to general commerce. Lastly 'Ve denounce the civil service reform professions of Presi dent Cleveland as a sham and fraud, as promises made to secure votes be fore election, and the. violations ol which has been as eonstant as the hunger of the Democratic oiiicc-seek-ers could demand. pure action of the present administration cnoppeo uanej, mc..;. THE MARKETS. The wheat market still has a buoyant tone, the price remaining at 62j and 65 cents. The general tone of the market I as regards most of the staples is one of unrelieved dullness. The backwardness of the season im- j poses a check upon distribution of ! goods in'all departments of trade j which depend upon weather con j ditions. The dullness which pre I vails, however, is not of a kind to occasion uneasiness ; although the movement of commodities is slug gish, the underlying conditions are healthful, and when business is relieved of the impediments which temporarily restrict it, it will flow perhaps in fuller volume than for months before.
