And "Writes np the American Congress, the White Honse, and Boarding Houses of the District cf Columbin, Conp;ressmeu and their wives are daily landing at the great national Cahtle Garden and looking wildly iround for the place where they are told they will . tret their mileage, writes Bill to the New York. World. On every hand all is hurry ana ex- teinerit. Bills are being introduced acquaintances renewed, and puncli howls are beginning to wear a pn occupied air. 1 have been mingling witn society ever since I came here, and that is one reason I have written very little for jfublication and did not send what I did writ'-. Yesterday afternoon my money oave out at 3:20, and since that my mind has been clearer and society has made fewer demands on me. At irst I thought I would obtain era plbyuient at the Treasury Depart nent as exchange editor in un greenback room. Then 1 remembered that I would get very faint before I mid go through a- competitive examination, and in th. meantime 1 might lose social caste by wearing my person on the outside 6f my lothes. so 1 have resolved to write you a chatty letterabout Washington, assuring you that I aip well, aau asking you to kindly consider the inclosed tabulated bill ot expeuses, as I need the mouey to buy Christ mas presents and get home with. Poker is one of the curses of national legislation. 1 have several times heard prominent foreigneri say, in their own language thinking, no doubt, that I could not understand them that the members of the American Congress did not betray any emotion on their countenances. One foreigner from Liyerpool, who oiiuiiglit i cmild not understand his ianuiiage. said that i.ur Congressmen had a way of looking as though they did not know very nn ch. Wo far I have not been over to the Capitol, preferring to have Congress kind of jieicolate into mv room, two r three at a time; but unless you unu honor the inclosed way-bill, 1 shall be forced to ga over to the House to-morrow and write some thing for the paper. Siuee I have been writing this 1 have been led to inauire whether it would be advisable for me to remain here through the entire session or not. It wilij be unusually long, lasting, perhaps, ole-r into July, and I rind that the stenographers, as a general tiling, get a pretty accurate ami spicy ac count of the proceeding!-, much more so than I ca'n, ami a you wnl see by the inclosed statement;, it is going to cost more to keep nie here than I fig ured on. My idea was that board and lodg ng would he the main items of expense, but I struck a low-priced place where, by clubbing together w'th some plaiu gentlemen from a iist uiee who have benn waiting here tbree years for political recognition, and who do not feel like surrounding themselves with a hotel, we got a plsin room with six beds in it. The n in overlooks the District of Col tuiibia, and the firtit man in has the choice of beds,.with the privilege of iiiviting friends t a limited number. We lunch plainly in the lower part if the building in a standing position without restraint or ringer-bowls. So board is not the principal - item of expense, thoneh of course I do not wish to put up at a plaie where I will te a disgraiiuio thj paper. I wish that you would, when you send :nj lieckj write to me fraakly .vhetiier you think I had better re main here during the entire session or not. I like the place first rate, but my duties keep me up nights till n late hour, and I cannot sleep during ilie day, because my room-mates a inoy me by doing their . washing and irornig over au oil-stove. 1 kucw by what several friends Iiave said to me that Congress would like to have me stay all winter, but I want to do what is best for the pater, i saw Mr. Cleveland briefly last -vening at his home, but he was sur rounded by a crowd of fawning sycophants, so 1 did not get a chance W Speak to him as I would like to, and; don't know is he would have advanced the amount to me anyway. He. is very firm and stubborn, I judged, and would yield very little indeed, especially to- yours truly. FOR SII.E AT A BARttAIX. Win.
