The Herald is indebted to the Dry Goods Chronicle for an ad vance copy of an article written for that journal by Mr. II. K. Thurber, of Xew York. Mr. Thurber takes up a contributor to the Star, who signs himself "Xaumbeck" and who argues that the farmers' profits and wages are determined by the needs of the ryots of India, whose clothes con sist of a, breech cloth, of the half enslaved peasants of Russia, and of the Italians who are growing wheat in South America, and thinks the farmer should favor tree ! t ade. j Mr. Thurber replies as follows : "Well, granting all that he sol graphically described to be so, ! then it makes it all the more! necessary that we should build up j :i home market for our farm p oducts. We should protect our manufacturing interests so that instead of a population of 62,000, 00? to 65,000,000 of people to feed on this continent, we should have 100,000,000. and instead of import ing as we did in 1830 manufactures of Wool to the amount of 41,421,319 Silk to the amount of 27!)67j!)3s) Iron to the amount of 37,-34,l-7S F.ax to the amount of 20,903,1:55 -wvwuu vv vttb aiuuuiib ut ' ( : I ,y . The same attention to building up our iw, .,iercial marine that Jrn lanu ri've!i i ner marine would add another million of consumers to our population and would give us a chance that we do not now have, in the South American markets. s j that many millions more might) be profitably employed in our man ufacturing industries. "The preamble to the first tariff passed in 1789 dec sr jd it was 'necessary for the support of the government, for the discharge of the debts of tlie United States, and the encouragement and protection of manufactures, that duties be laid on goods, wares and merchan dise imported :' but it did not add what is so self-evident to all think ing persons that should now be added, 'for tlie protection of our laboring population, so that they may receive waes that will equal ize the different conditions of life of the laboring classes in this country and the crowded popula tions of Europe.' It might have gone further and added that 'the tillers of the soil shall have a home market fr their products in their ! own countrv.' If the 'American market is the best one .in the world as foreign manufacturers : say, we want it.for Americans. j "If the laboring classes in Europe want to manufacture for us let them come and. make theic, homes in this country and help build up our manufacturing centers, lire in our houses, or build houses '. for luemseivcK, consume our farm pruuuota on this continent rather ; tuaii uave iubu w.a..n, -v i . 1 tHoniiitfiiifnrl m nrnau , the oi eaii in loreign ships at tne ; wiU -h'old the game for sale, rar exxine of onr farmers to be con- ties wishing fine' stock pf that re sumed there.
