" The "point of etiquette" in re-J gard to not sealing letters sent by j the hand of a friend, is to be con sidered, undoubtly, as settled by the usage of poiite society. And yet there is two sides of the ques tion. To intrust to a friend an un healed letter to a thiru person is a compliment to a friend ; but why should it be thought necessarily uncomplimentary if the letter be sealed? On the other hand, the sealing of a letter may be deemed always advisable, for one good reason at least. The contents of an unsealed letter are never safe. They are safe as far as the honor able friend is concerned, but not safe in any other sense. They may be lost from the envelop easily and innocently. They may abstracted and read by the servant to whom the note is delivered at the door, or by any prying individual who may fina the missive lying on the hall table awaiting the o.vner's arrival. Especially unsafe is it to place in an unsealed package ar ticles of money value. Would any sane man send a fo0 bid in an un sealed envelop bv the hand of a friend or anvbedv whomsoever? Mr. McClure of Portland paid his home in Eugene a visit Tues day and Wendesday of this week. The Chrisnian will case has at last received final settlement at the hands of the Supreme Court. It was first tried before Judge Washburne's court nearly two years ago, and then appealed suc cessively to the circuit and sup reme courts, where it was decided against the contestant. His argument was perfectly absurd. He said that the pending bill was only buncombe and would accom plish nothing that the present laws failed to do, and yet the gentle man was ready to foam at the mouth for fear the bill would pass. as it subsequently did. It is noticeable" that no legisla tion except that applying to some thing that interests Jay Gould ever attracts the attention of Mr. White. The uncalled for slurs against the Grand Army of the Republic in which Senator Vest indulged while making a speech in the senate on Wednesday in opposi tion to the dependent pension bill, have lowered him in the estima tion even of his own party associ ates. Senator Sherman's bill amend ing the laws governing Chinese eminigration passed through the senate safely on Thursday. Amomr its most violent antagonizers was the senator from Florida, Mr. Call, who characterized the bill as one undertaking to prove that the world was made wrong because of the 400 millions of Stiinese in it. Mr. Randall calls the bill vicious. Tiib new bill is heartily approved by Cleveland and his secretary of the treasury. Nothing strange in that, as it is more than probable that they both had a hand in its constructions. Still it is extreme ly doubtful whether all the power of the administration, which will undoubtedly be brought to bear on objecting members, can suc ceed in getting the bill passed by the house. Petitions are already beginning to come in opposing the passage of the bill, the very first received being from the glass blow ers. Senator Vance says the bill does not nn'-et with the wishes of North Carolina because it omits internal revenue relief. Members aiui senators from the tobacco growing states all object to it because it does not r"peal the tobacco tax. The senate, committee on the District of Columbia have decided in favor of local option for the district, and an effort will shortly lie made to give its citizens an op portunity to decide the much agitated question of liquor by tHfeir own votes. Tlie dependent pension bill has been amended by the senate to in clude all soldiers who served in the war with Mexico and all who serv ed lor thirty days or longer in any of the Indian wars. The house committee on invalid pensions has favorable reported the bill relating to claims for pen sion by- dependent parents. It provides that in considering such claims, it having been shown after the soldier's death that he was entitled to a pension, and that he left no widow or dependent chil dren, it shall be necessary only to show by competent and sufficient evidence that such parent or par ents are without means of support than their own manual labor or tne coiiimiuuons ot others not legally bound for their support. The same committee also favor ably reported a bill providing that the pension money of any pen sioner who is in the habit of becoming intoxicated and who neglects to support those lawfully dependent upon him, shall be paid to tne wile of -such pensioner, if she be a proper person to receive it, or to a legally constituted and qualified guardian. Again last week Senator Paddock paid his respects to the administra tion in some pointed remarks upon the present inefficient mail service that is being given to the country.
