It would seem almost useless in this day and age of the world, when arbitration and diplomacy have accomplished so much towards making war unnecessary and useless, to spend so much time and inventive genius upon destruc tive fire arms. But there seems to 1)3 'an almost increased interest in their productive efficiency. What at the first glance seem to be par adoxical operations are now taking place in the manufacture of fire arms. The tendency in the man . ufacture of cannon is to make them constantly larger an-1 heavier; to throw heavier projectiles to greater distances and with greater destruc tive force. On the other hand, t here is a decided movement among the European nations to reduce the caliber of the rifles used by in fantry, and such a reduction is under consideration by the military authorities of our own country. Germany having recently equipped its army with a repeating rifle at enormous expense and having kept its armories at work night and day to get ahead of France in the matter, is now to begin all over .again -vith a new small-bore rifle because the French have a small bore. The new arm ..ill have a c-.tliber of eight millimeters, or 315" a reduction from the present one of 117". The. rifle adopted by the French is of only 307" caliber, and is provided with a magazine which cirries eight cartridges. A new concentrated and smokeless pow der is used, and a steel bullet. At customary ranges the trajectory is almost flat, which, of course, re sults in a greater precision of fire. sot only France and Germany, but Austria, England, Holland and Italy are moving in the same direc tion. All the aims are to be pro vided with magazines, and the advantages claimed are greater precision, rapidity of fire, and the fact that the soldier will be able to carry about twice as many cart ridges as is possible with the arms of larger bore. The European nations watch each other very closely in the matter of armament a-d if any one of them adopts a superior arm, it infallibly results in improvement by all the rest, the decided effect on the soldier's morale, of the confidence resulting from the knowledge that he carries as good an arm as the one in the bands of the enemy, being appre ciated at its full value. No truer words can be penned than this extract : "Many a man suffers in the estimation of his neighbors through no fault of his own, but because evil tongues assail his character and the dispo sition common to humanity to ac cept evil report without question. Tins fault should never anj ear among those who profess to tie governed by that higher principle in which charity is an important element. Every man has enough real trouble without being obliged to meet those forced upon him by evil minded neighbors, neighbors in name only, not in fact ; for how ever kind a man may be in the way of extending aid, the good he does in this wav can be neutralized easily by unguarded speech.- If there is the appearance of wrong in a friend be not too hasty in forming an opinion adverse to his integrity. Trust him until there is real evidence that he does not deserve trust." If the precept in culcated by this language could be made applicable to the daily life and business conduct of every in dividual, a long step would be taken towards the milleniuin. San Francisco evidently will not capture either of the national party conventions, and the Alta says sour grapes to Chicago in this manner: ''Chicago has never had a president, though Lincoln, Grant, Garfield and Cleveland were nom inated. That city's motto seems to be, 'We don't care what town gets the candidate so we get the convention.' " The Mormons seem to be losing their grip even in Utah a little. The first sign that the Mormon church is losing its grip is the re fusal of printers in Salt Lake City t receive their pay in ordt rs on i the co-operative store. For years evefj' one working for leading saints has been paid in store orders. The result has been that ; tfiey were charged from ten to j fiteen per cent, more tor their' supplies than they could have bought the same in the open mar ket. The printers on the Mormon evening organ in (salt Lake City are the first to rebel, and even threatened excommunication had no terrors for them. Tneir exam ple will probably be followed by others who have thus been kept in virtual vassalage. Law and justice are wonderful things to contemplate, especially when the law is administered with the justice that characterized it in the case of the New York city a servant girl who sued for and re covered $10 of wages due her. Five dollars of it went to an officer of the court, and the other five to her attorney. The eyes of justice are sometimes bandaged more tightly than is necessary. A Nebraska man convicted of a crime and sentenced . to state's prison, served his time and then sued his lawyer for $30,000 dam ages for mal practice.
